HomeMy WebLinkAboutO-11540J-97-636 9/8/97 ORDINANCE NO. 115 0 AN EMERGENCY ORDINANCE ESTABLISHING INITIAL RESOURCES AND APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED: "PROBLEM SOLVING PARTNERSHIPS GRANT PROGRAM", IN THE AMOUNT OF $56,388.00 RECEIVED BY THE CITY AS A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE OF SAID GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Police will conduct an urban environmental crime prevention design study in the West Grove; and WHEREAS, a pilot program entitled, "Problem Solving Partnership Grant Program" will be established to hire a consultant who will develop, a plan to redesign traffic patterns, lighting, landscaping, and other physical factors to discourage drug activity and assist in the economic revitalization of the targeted area; and WHEREAS, the U.S. Department of Justice .has approved an award in the amount of $56,388.00 toward necessary expenses for the operation of said Program; and WHEREAS, any purchases shall comply with established procurement procedures; I1540 • • NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: PROBLEM SOLVING PARTNERSHIPS GRANT PROGRAM RESOURCES: U.S. Department of Justice $56,388 APPROPRIATION: PROBLEM SOLVING PARTNERSHIPS GRANT PROGRAM $56.388 Section 3. The City Manager is hereby authorized/ to accept the 'grant from the Department of Justice and to execute the necessary documents, in a form acceptable to the city Attorney, to implement acceptance of said grant. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. l� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 2 - 11540 Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies and to generally carry on the functions and duties of municipal affairs. Section. 7. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 8.
