ORDINANCE NO. 115 3 7
AN ORDINANCE ESTABLISHING A SPECIAL REVENUE FUND
ENTITLED: "WYNWOOD/HIDTA COMMUNITY
EMPOWERMENT ANTI -NARCOTICS INITIATIVE" AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAME, IN
THE AMOUNT OF $115,625.00, CONSISTING OF A GRANT
FROM THE MONROE COUNTY SHERIFF'S OFFICE;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS
PURPOSE; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE
DATE; AND PROVIDING FOR INCLUSION IN THE CITY CODE.
WHEREAS, the City of Miami Police Department is desirous of implementing
strategies to reduce narcotcs and narcotics -related activities ; and
WHEREAS, there is a need to target the specific geographic area of Wynwood; and
WHEREAS, the Monroe County Sheriff's Office has approved a grant award in the
amount of $1 15,625.00, to be used for the operation of an anti -narcotics, police -
community initiative in the Wynwood NET service area, with no matching funds required
from the City of Miami; and
WHEREAS, all purchase would have to comply with applicable City Code purchasing
requirements;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:
FUND TITLE: Wynwood/HIDTA Community
Empowerment Anti -Narcotics
Initiative
RESOURCES: Monroe County Sheriff's Office
Grant $115,625.00
APPROPRIATION: Necessary expenses for the operation
of the Wynwood/HIDTA Community
Empowerment Anti -Narcotics
Initiative $115,625.00
Section 3. The City Manager is hereby authorized' to execute the necessary
documents, in a form acceptable to the City Attorney, to accept said grant from the
Monroe County Sheriff's Office.
Section 4. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph, clause, phrase or word of
this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 6. This Ordinance is hereby declared to be an emergency measure on

the grounds of urgent public need for the preservation of peace, health, safety, and
property of the City of Miami, and upon the further grounds of the necessity of the City of
Miami to make the required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchase of goods and supplies, and to
generally carry on the functions and duties of municipal affairs.
Section 7. The requirements of reading this Ordinance on two separate days is
hereby dispensed with by an affirmative vote of not less than four -fifths (4/5ths) of the
members of the City Commission.
Section 8. This Ordinance shall become effective thirty (30) days after final
reading and adoption thereof.
