AN ORDINANCE AMENDING' SECTION II OF ORDINANCE NO.
11337, AS AMENDED, ADOPTED JANUARY 25, 1996, THE
CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE,
THEREBY ESTABLISHING A NEW CAPITAL IMPROVEMENT
PROJECT NO. 313238, ENTITLED: "EMERGENCY OPERATION
CENTER", FOR THE DEPARTMENT OF FIRE -RESCUE, TO
BEGIN DURING FISCAL YEAR 1996-97; APPROPRIATING
FUNDS FOR SAID PROJECT; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 11337 on January 25,
1996, to establish appropriations for Capital Improvements, continue previously approved
Capital Improvement Projects, and establish new Capital Improvement Projects to begin
during Fiscal Year 1996-97; and
WHEREAS, the City of Miami is intending to modify and fortify the Fire Training
Center to accommodate the city-wide Emergency Operations Center (E.O.C.); and
WHEREAS, this facility will allow the City of Miami to better prepare for and
respond to any catastrophic event and mitigate the impact that this will have on the
citizens of Miami; and
WHEREAS, it is now in order to establish appropriations for a Capital Improvement
Project No. 313238 entitled: "Emergency Operations Center" in the amount of $500,000;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section II of Ordinance No. 11337, as amended, adopted January 25,
1996, is hereby amended in the following particulars:'''/
" Section 1. The herein appropriations are hereby made for
implementation of all municipal Capital Improvements of the City of Miami,
including new Capital Improvement Projects scheduled to begin during fiscal
year 1995-1996. The herein appropriations which are hereby designated by
reference to descriptive project title and number also include appropriations
for previously approved scheduled projects as well as reappropriations of
prior fund appropriations. The source of revenues to support the herein
appropriations is hereby identified by fund and project with the project
appropriations with revenues therefor being set forth for seven program (I -
VII) areas based upon use or functional category within said areas, as
follows:"

Section 3. All ordinances or parts of ordinances insofar as they are inconsistent

this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 5. This Ordinance shall become effective thirty (aU) clays atter Mal

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Ordinance
amending Ordinance No. 11337, thereby creating and appropriating funds in the amount
of $500,000.00, for new Capital Improvement Project 313238 entitled: " Emergency
Operations Center ".
Background
Due to the location of the Police and Fire Administration Buildings existing within a
category 2 hurricane evacuation and flood zone, the Fire Training Center (F.T.C.) was
identified as the new location for the City's Emergency Operations Center (E.O.C.). , The
F.T.C. is a fortified structure that is located outside of any flood or evacuation zones.
Physical modifications need to be made to the building to fortify and protect the openings
(i.e.: windows & storefront glass), provide uninterrupted electrical power, enhance
telephone and communications equipment and accommodate the number of individuals
that will be required to carry out vital City functions prior to; during and following a
disaster. The City's back-up 911 center is already located at the F.T.C. Once completed,
the F.T.C. will serve as an ideal centralized location from which to conduct emergency
and recovery operations during all types of disasters. It is imperative the City secure this
location in order to allow the essential City personnel to operate in an effective manner
within a safe facility during disasters which threaten the welfare of the residents and.
visitors of the City
This Ordinance is of paramount importance on the grounds of urgent need for the
preservation of public health, safety, and property of the City of Miami and upon the
further grounds of the necessity to make the required purchases and payments and to
generally carry out the functions and duties of municipal affairs.
