Background Due to the location of the Police and Fire Administration Buildings existing within a category 2 hurricane evacuation and flood zone, the Fire Training Center (F.T.C.) was identified as the new location for the City's Emergency Operations Center (E.O.C.). , The F.T.C. is a fortified structure that is located outside of any flood or evacuation zones. Physical modifications need to be made to the building to fortify and protect the openings (i.e.: windows & storefront glass), provide uninterrupted electrical power, enhance telephone and communications equipment and accommodate the number of individuals that will be required to carry out vital City functions prior to; during and following a disaster. The City's back-up 911 center is already located at the F.T.C. Once completed, the F.T.C. will serve as an ideal centralized location from which to conduct emergency and recovery operations during all types of disasters. It is imperative the City secure this location in order to allow the essential City personnel to operate in an effective manner within a safe facility during disasters which threaten the welfare of the residents and. visitors of the City This Ordinance is of paramount importance on the grounds of urgent need for the preservation of public health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required purchases and payments and to generally carry out the functions and duties of municipal affairs.
