ORDINANCE NO. 11534
AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "DADE COUNTY EMS
GRANT AWARD (FY 196-197), AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME IN THE TOTAL
AMOUNT OF $444,098.00, CONSISTING OF A
$148,989.00 GRANT APPORTIONED BY METROPOLITAN
DADE COUNTY FROM THE STATE OF FLORIDA
DEPARTMENT OF HEALTH AND REHABILITATIVE
SERVICES "GRANT PROGRAM FOR COUNTIES", AND
$295,109.00 IN CARRY-OVER FUND BALANCE FROM
PREVIOUS EMS GRANT AWARDS; AUTHORIZING THE
CITY MANAGER TO ACCEPT SAID GRANT AWARD AND
TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY .ATTORNEY, FOR SAID
PURPOSE; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Health and Rehabilitative
Services is authorized by Chapter 401, Part II, Florida Statutes,
to provide grants to boards of county commissioners to improve
and expand pre -hospital emergency medical services ("EMS"); and
WHEREAS, it is the intent of the members of the Dade Board
of County Commissioners that the 1996-97 funding for the Dade
County from the Florida Department of Health and Rehabilitative
Services, "Florida Emergency Medical Services Grant Program for
Counties", in the amount of $650,809.94 be apportioned and passed
through to participating municipal fire departments for
individuals projects; and

WHEREAS, the City of Miami's allocation of said total grant
for Fiscal Year 1996-97 is $148,9.89.00, with a carry-over fund
balance from previous grant awards of $295,109.00; and
WHEREAS, the City of Miami Department of Fire -Rescue's work,
which plan has, been approved by Dade County, now desires to
implement the following projects under a total grant
appropriation of $444,098.00: (1) Children's Injury Prevention
Program, $58,000.00; (2) EMS Equipment - $199,046.00; (3) PC's
for Pro -Quality Assurance $35,000.00; (4) Personnel Health and
Safety Program $15,850.00; (5) EMS Conferences and Seminars -
$31,000.00; (6) Upgrade Station Alerting System.- $30,000.00; (7)
EMS Scooter - $23,085.00; (8) PC's for Incident Reporting System
- $17,117.00; and (9) Confined Space Rescue Program - $35,000.00;
NOW, THEREFORE, BE IT'ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following New Special Revenue Fund is
hereby established and resources are hereby appropriated as
described herein:

(FY 196-197) $444,098.00
Section 3. This appropriation is contingent upon final
grant approval by the State of Florida Department of Health and
Rehabilitative Services and the City Manager's acceptance
thereof.
Section 4. The City Manager is hereby authorizedY to
accept said grant from the State of Florida Department of Health
and Rehabilitative Services and to execute the necessary
document(s), in a form acceptable to the City Attorney, for said
purpose.
Section 5. All ordinances or parts of ordinances insofar
as they are' inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed
1/ The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Section 6. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining.provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(3 0 ) days after final reading and adoption thereof.

RECOMMENDATION:
It is respectfully recommended that an Ordinance be passed establishing a New Special
Revenue Fund entitled "Dade County EMS Grant Award (FY96-97)", appropriating
funds in the amount of $444,098.00; consisting of a $148,989.00 grant apportioned by
Metropolitan Dade County from the State of Florida Department of Health and
Rehabilitative Services under the "Florida Emergency Medical Services Grant Program
for Counties" and $295,109.00 in carry-over fund balance from the previous EM Grant
Awards; and authorizing the City Manager to accept the grant award and to enter into
the necessary Letter of Understanding with the Florida Department of Health and
Rehabilitative Services and/or Metropolitan Dade County.
BACKGROUND:
The Department of Fire -Rescue has been awarded a grant under the State's "Florida
Emergency Medical Service Grant Program for Counties", for the following work
