I1526 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "PC NETWORK QUALITY MANAGEMENT PROGRAM (FY' 97)" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $337,500, CONSISTING OF A GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES ($253,125) AND MATCHING FUNDS AS HEREIN SPECIFIED ($84,375); AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City applied for and has received a grant in the amount of $253,125 from the State of Florida Department of Health and Rehabilitative Services under the Emergency Medical Services (EMS) Matching Grant Program to fund a PC Network Quality Management Program; and WHEREAS, said Program requires matching funds from the City on a minimum 4 to 1 ratio or 25%; and WHEREAS, the Department of Fire, Rescue and Inspection Services desires to purchase twenty-seven (27) EMS Reporting SW Licenses, thirteen (13) Ethernet Hub and Connections, twenty-seven (27) Cables for PC's, twenty-seven (27) PC's and Basic Software, twenty-seven (27) printers, including CD and Server and connections for SOP and Protocols utilizing said grant funds; 11526 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: EMS -PC NETWORK QUALITY MANAGEMENT PROGRAM (FY'97) RESOURCES: STATE OF FLORIDA, DEPARTMENT OF $253,125 HEALTH AND REHABILITATIVE SERVICES EMERGENCY SERVICES (EMS) GRANT DEPARTMENT OF FIRE -RESCUE AND EMS 32,208 MATCHING FUNDS, GENERAL FUND, ACCOUNT NO. 280601-850 GRANT CREDIT ALLOWANCE FOR EXISTING 52,167 PROGRAM EQUIPMENT APPROPRIATION: EMS -PC NETWORK QUALITY MANAGEMENT $337,500 PROGRAM (FY'97) Section 3. The City Manager is hereby authorized' to accept the aforementioned grant and execute the necessary documents, in a form acceptable to the City Attorney, with the State of Florida, Department of State, Division of Historical Resources, for this purpose. Section 4. All ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed applicable City Charter and Code provisions. 2 11526 Section 6. BACKGROUND: The Department of Fire -Rescue has been awarded a $253,125 Grant from the State of Florida Department of Health and Rehabilitative Services. The funds will buy and support computer equipment networked between Fire Stations and the Miami Riverside Center building. Once installed, this system will increase the number of supervisors performing Quality Management and will increase the total annual runs reviewed from 2,500 to 20,000. Additionally, a compact disk based reference library will be created which will be accessible to every EMT and paramedic. This program, which can be easily updated, will enhance the effectiveness of the quality improvement process within the Department.
