ORDINANCE NO. 1 1 5.
AN EMERGENCY ORDINANCE AMENDING SECTION II OF
ORDINANCE NO. 11337, AS AMENDED, ADOPTED
JANUARY 25, 1996, THE CAPITAL IMPROVEMENTS
APPROPRIATIONS ORDINANCE, TO ESTABLISH A NEW
CAPITAL IMPROVEMENT PROJECT ENTITLED:
"FIRE -RESCUE NEW APPARATUS ACQUISITION,
PROJECT NO. 313232"; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 11337 on
January 25, 1996, to establish appropriations for Capital
Improvements, continue previously approved Capital Improvement
Projects, and establish new Capital Improvement Projects to begin
during Fiscal Year 1996-97; and
WHEREAS, there is a need to upgrade the existing Department
of Fire -Rescue fleet through a systematic replacement plan; and
'WHEREAS, a reorganization has reduced the number of fire
suppression capable vehicles by nine (9) and the Department of
Fire -Rescue Service Delivery Plan requires that all front line
aerial devices have fire suppression capabilities; and
WHEREAS, in order to continue to provide the appropriate
level of Emergency Medical Services ("EMS") and Fire services to
the community, it is urgent for the preservation of public
property to establish the aforementioned Capital Improvement
Project, entitled "Fire -Rescue New Apparatus Acquisition, Project

No. 31323311, with appropriations in ,the amount of $1,300,000.00,
said Project scheduled to commence during Fiscal Year 1997.-1998;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section II of Ordinance No. 11337, as
amended, adopted January 25, 1996, is hereby further amended in
the following particulars:i/
"Section 1. The herein appropriations are
hereby made for implementation of all municipal Capital
Improvements of the City of Miami, including new
Capital Improvement Projects scheduled to begin during
fiscal year 1995-1996. The herein appropriations which
are hereby designated by reference to descriptive
project title and number also include appropriations
for previously approved scheduled projects as well as
reappropriations of prior fund appropriations. The
source of revenues to support the herein appropriations
is hereby identified by fund and project with the
project appropriations with revenues therefor being set
forth for seven program ( I - VII ) areas based upon
use or functional category within said areas, as
follows:

Underscored words and/or figures shall be added. The
remaining provisions are now in effect and remain unchanged.
Asterisks indicate omitted and unchanged material. All
figures are rounded to the nearest hundred dollars.

Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 5. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary purchases and payments and to
generally carry out the functions and duties of municipal
affairs .

Section 6. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the commission.
Section 7. This Ordinance shall become effective
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached
Emergency Ordinance amending Capital Improvement Ordinance No. 11337,
establishing a new Capital Improvement Project entitled "Fire -Rescue New Apparatus
Acquisition", Project No. 313233 to commence during Fiscal Year 1997-1998.
BACKGROUND:
The Department of Fire -Rescue has a need to upgrade the existing Fire Department
fleet through a systematic replacement plan. A reorganization has reduced the number
of Fire Suppression capable vehicles by nine (9) and the Department's Service Delivery
plan requires that all front line Aerial Devices have Fire Suppression capabilities, in
order to provide the appropriate levels of Fire and EMS Service to the Community.
Replacing the nine (9) Fire Suppression vehicles with nine (9) ALS vehicles (Rescues
and Squads) has reduced the capital requirements for the Department of Fire -Rescue.
The average cost of a new Aerial unit is $480,000, the cost of a new Pumper is
$250,000, while a new ALS vehicle (Rescue or Squad) is only 100,000.
This expenditure was approved as a part of the five year plan. The first year
appropriation is for the purchase and refurbishment of Fire Apparatus in the amount
of $1,300,000.00.
