HomeMy WebLinkAboutO-11522J-97-438 6/27/97 ORDINANCE NO. 11522 AN EMERGENCY ORDINANCE AMENDING SECTION II OF ORDINANCE NO. 11337, ADOPTED JANUARY 25, 1996, AS AMENDED, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, THEREBY INCREASING APPROPRIATIONS, AS HEREIN SPECIFIED, TO EXISTING CAPITAL IMPROVEMENT PROJECT NO. 313232 ENTITLED: "FIRE DEPARTMENT COMPUTER ENHANCEMENT"; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 11337 on January 25,1996, to establish appropriations for Capital Improvements, continue previously approved Capital Improvement Projects, and establish new Capital Improvement Projects to begin during Fiscal Year 1996-97; and WHEREAS, the Fire Department is intending to upgrade the Fire Station computers, networking them to the City mainframe computer, and implementing a computer generated Fire Station based Quality Management Review Program; and WHEREAS, the State imposed deadline for completion of, the project, to avoid loss of the grant moneys, is September 30, 1997; and WHEREAS, it is urgent for the preservation of public property to include said additional appropriation for Capital Improvement Project 313232 entitled: "Fire Department Computer Enhancement" scheduled to commence during fiscal year 1996-1997; 11522 NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section II of Ordinance No. 11337, adopted January 25,1996, as amended, The Capital Improvements Appropriation Ordinance, is hereby further amended in the following particulars:' "Section 1. The herein appropriations are hereby made for implementation of all municipal Capital Improvements of the City of Miami, including new Capital Improvement Projects scheduled to begin during fiscal year 1995-1996. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations with revenues therefor being set forth for seven program ( I - VII ) areas based upon use or functional category within said areas, as follows: 1 Total Appropriations ($X000) 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary purchases and payments and to generally carry out the functions and duties of municipal affairs. Section 6. The requirements of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the commission. 3 11522 Section 7. Q Yfi Nqr-jlo Ex III CITY<ATTO N 4 11522 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : Honorable Mayor and Members DATE : June 25, 1997 FILE of the City Commission SUBJECT : Amendment to Capital Improvement Ordinance FROM Edward Marqu Z 1 REFERENCES: City Manager JJJ! - ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Ordinance amending Ordinance No. 11337, and ratifying the City Manager's finding that a valid emergency exists by appropriating funds in the amount of $285,333.00, to replace outdated computer systems at the City Fire Stations and implement a Fire Station based computer generated Quality Management Program. BACKGROUND: The Department of Fire -Rescue has been awarded a $253,125.00 grant from the State of Florida Department of Health. and Rehabilitative Services which requires a cash match of $84,375.00, of which $52,167.00 has already been accounted for from computer equipment purchases associated with the purchase of the MRC building, leaving a cash match of $32,208.00. The funds will be used to buy, install, and maintain new computer equipment for the Fire Stations, as well as networking them with the MRC building. They will replace the 15 year old antiquated machines currently being used, and relieve the Information Technology Department of the ever increasing expenses and difficulties related to their maintenance. The new computer equipment will continue to perform all the functions of the current equipment, but will do so faster and more efficiently. In addition, it will allow for many new functions such as e-mail capability; a computer library of City and Fire Department protocols, policies, and procedures; as well as a CD-rom library of education and medical reference titles. Finally, this new system will allow for the implementation of a Fire Station based Emergency Medical Services (EMS) Quality Management Report Review Program. This program will facilitate an increase in reports reviewed from approximately 2,500 to 20,000 per year.
