ORDINANCE NO. 11520
AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL
REVENUE FUND ENTITLEDT- "COPS MORE 9611; AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAME
IN THE AMOUNT OF $9,537,933.00, CONSISTING OF
A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT FROM SAID GRANTOR AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR SAID PURPOSE;
CONTAINING A REPEALER PROVISION AND
SEVERABILITY CLAUSE.
WHEREAS, the Department of Police has been awarded funds
under the U.S. Department of Justice's COPS MORE program; and
WHEREAS, the funds will be used to improve the Department's
technological response and crime analysis function; and
WHEREAS, the U.S. Department of Justice has approved an
award, in the amount of $9,537,933.00 which will be used to
purchase Mobile Digital Computers ("MDCs") and related equipment
and services, to hire personnel to expand the crime analysis
function and to provide for computer software, hardware and
peripherals for crime analysis; and
WHEREAS, any purchases must comply with established
procurement requirements and procedures;
NOW,. THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

RESOURCES: U.S. Department $9,537,933
of Justice
APPROPRIATIONS: COPS MORE 96 $9,537,933
Section 3. The City Manager is hereby authorized1l to
accept the grant as set forth in the Preamble to this Ordinance
and to enter into the necessary contract(s) and/or agreements(s),
in a form acceptable to the City Attorney, for acceptance of the
aforesaid monies.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of necessity of the City of
Miami to make the required and necessary payments to its
employees and officers, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 7. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon its adoption.
