HomeMy WebLinkAboutO-11511J-97-254 4/24/97 ORDINANCE NO. 11511 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "MIAMI SIMPSON PARK EDUCATION PROGRAM" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $3,500.00, CONSISTING OF A GRANT FROM THE FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES, - AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City of Miami Department of Parks and Recreation operates a historical and environmental educational program at Simpson Park geared to third through fifth grade elementary school students from local schools; and WHEREAS, the "Miami Simpson Park Educational Program" consists of an all day field trip which begins at Simpson Park with a slide presentation on the history and evolution of the Brickell area and the Miami River, a tour of the unspoiled nature hammock and a boat tour of the Miami River; and WHEREAS, the City of Miami Parks and Recreation Department submitted a grant application to the Florida Department of State, Division of Historical Resources, for funding assistance for said program; and O • WHEREAS, the Florida Department of State, Division of Historical Resources, awarded the City of Miami a $3,500.00 grant to assist in the operation of said program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained :in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: "Miami Simpson Park Education Program" RESOURCES: The Florida Department of State, $3,500 Division of Historical Resources APPROPRIATION: Miami Simpson Park $3,500 Education Program Section 3. The City Manager is hereby authorized' to accept the aforementioned grant and execute the necessary documents, in a form acceptable to the City Attorney, with the State of Florida, Department of State, Division of Historical Resources, for this purpose. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. This Ordinance shall become effective thirty (30) days after final reading and adoption thereof. APR 2 1 1997 SUBJECT : Ordinance Establishing Special Revenue Fund/ Accepting Grant/Simpson REFERENCES: Palk Education Program ENCLOSURES: FILE : It is respectfully recommended that the City Commission adopt the attached Ordinance establishing a special revenue fund entitled: "Miami Simpson Park Education Program" and appropriating funds in the amount of $3,500 consisting of a grant from the Florida Department of State, Division of Historical Resources. The Ordinance also authorizes the City Manager to accept said grant award and to execute the necessary documents, in a form acceptable to the City Attorney. BACKGROUND: The Department of Parks and Recreation operates at Simpson Park a historical and environmental educational program known as the "Miami Simpson Park Educational Program". This Program, which is geared to third through fifth grade elementary school students from local schools, is conducted in partnership with the Miami Police and Fire Departments, the Miami River Coordinating Committee, as well as the Dade County Public Schools. The Program consists of an all day field trip which begins at Simpson Park with a slide presentation on the history and evolution of the Brickell area and the Miami River. Then, a tour is given of the unspoiled nature hammock at Simpson Park. Finally, a boat trip through the Miami River is conducted (which includes a narration about the river's historical and environmental importance). It should be noted that for lunch, the children are taken to Brickell Park or Alice Wainwright Park where they eat their lunches and view a display of the different modes of transportation and equipment used during the past 100 years by the City of Miami Police and Fire Departments. The City of Miami Parks and Recreation Department submitted a grant application to the Florida Department of State, Division of Historical Resources for funding assistance for this Program. • 6 r Honorable Mayor and Members of the City Commission Page two We are pleased to report that after an intense competition, the Division's . Historic Preservation Advisory Council recommended a $3,500 grant (no cash -match is required) to cover the following Program costs: - Simpson Park slide presentation/narration and tour (Estimated at $50/trip x 50 school field trips = $2,500) $2,500 - Miami River boat trip narration (Estimated at $25/trip x 40 boat trips = $1,000) $1,000 Total: $3,500 It should be noted that the Miami River Coordinating Committee will fund the cost associated with the rental of the tour boat for the planned 40 trips at an estimated cost of $15,000. Transportation of the school children will be provided free of charge by Dade County Public Schools.
