ORDINANCE NO. 11509
AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO.
11274, ADOPTED JULY 13, 1995, AS AMENDED, WHICH
ESTABLISHED A SPECIAL REVENUE FUND ENTITLED:
"INITIATIVES GRANT FOR OUTREACH TO THE HOMELESS"
BY FURTHER INCREASING THE APPROPRIATIONS TO SAID
FUND, IN THE AMOUNT OF $261,105, CONSISTING OF A
GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT ("USHUD") THROUGH
THE DADE COUNTY HOMELESS TRUST ("TRUST"), AN
AGENCY OF METROPOLITAN DADE COUNTY; AUTHORIZING
THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, in July, 1994, the U.S. Department of Housing & Urban Development
("USHUD") notified the Dade County Homeless Trust (the "Trust"), an agency of
Metropolitan Dade County, that it is eligible to receive a three year, Fifteen Million Dollar
($15,000,000) grant entitled:" Model Cities Initiatives"; and
WHEREAS, the City of Miami's Office of Homeless Programs offers outreach and
referral services to the homeless and said services are an integral part of the Trust's plan
to help the homeless individuals of our community; and
WHEREAS, the implementation of the Dade County Homeless Plan requires the
expansion of outreach services to homeless individuals; and
WHEREAS, the Trust has awarded $261,105 to the Office of Homeless Programs
for the expansion of its outreach and referral services;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section 2 of Ordinance No. 11274, adopted July 13, 1995, as
amended, is hereby amended in the following particulars:'
"Section 2. The following Special Revenue Fund is hereby increased by the appropriation
as described below:
FUND TITLE: Initiatives Grant for Outreach
Programs to the Homeless
RESOURCES: United States Department of Housing
and Urban Development through the
Dade County Homeless Trust, an agency
of Metropolitan Dade County $.561,396 $822,210
APPROPRIATIONS: Initiatives Grant for Outreach
Programs to the Homeless $156-1.11LM $822,210
Section 3. This appropriation is contingent upon the approval of the City's
application for said grant by the Dade County Homeless Trust, and the City Manager's
acceptance thereof.
Section 4. The City Manager is hereby authorized to accept said grant as set
forth in the Preamble to this Ordinance and to execute the necessary document(s), in a
form acceptable to the City Attorney, for this purpose.
Section 5. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this Ordinance are hereby repealed.

Z The herein authorization is further subject to compliance with all requirements that may be imposed by the
City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.

Section 6. If any section, part of section, paragraph, clause, phrase or word of
this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 7. This Ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety, and
property of the City of Miami, and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers, payment of its debts,
necessary and required purchases of goods and supplies, and to generally carry on the
functions and duties of municipal affairs.
Section 8. The requirement of reading this Ordinance on two separate days is
hereby dispensed with by an affirmative vote of not less than four -fifths of the members of
the Commission.
Section 9. This Ordinance shall become effective immediately upon its adoption.

For Outreach Services to Homeless
ENCLOSURES: Individuals and Families.
It is respectfully recommended that the City Commission adopt the attached ordinance amending Ordinance No.
11274, adopted July 13, 1995, as amended. The Ordinance increased_ .a special... revenue. fund entitled:
"Initiatives Grant for Outreach to the Homeless." This amendment will further increase said fund in the amount
of $261,105. The increase consists of a grant from the United States Department of Housing and Urban
Development through the Dade County Homeless Trust, for continued outreach services to homeless individuals
and families in all neighborhoods within the City of Miami.
BACKGROUND:
On July 18, 1994, U.S. HUD announced that Metro -Dade, through the Dade County Homeless Trust, had been
selected as a "Model City Homeless Initiatives Grant" recipient. The award was made as a three year,
performance based grant, targeting five areas. The aim of the targeted areas is to increase: 1) The number of
people entering employment; 2) The number of people receiving medical assistance; 3) The number of people
receiving mental health services; 4) The number of people entering permanent housing; and 5) The number of
people linked to services by outreach.
Dade County has been awarded the grant subject to the criteria in each of the foregoing areas being met. Local
providers of services to homeless were contracted by the Dade County Homeless Trust. The City of Miami,
Office of Homeless Programs, was chosen to provide outreach services to the homeless within the City of
Miami jurisdiction.
The opening of the Homeless Assistance Center (HAC) in 1995 marked an important step in the implementation
of the Dade County Homeless Plan. The City of Miami must ensure that the HAC continues to serve the
homeless population that lives in the City, and more particularly, those in the vicinity of that center.
The City's Office of Homeless Programs will utilize the last installment of this. grant to continue its services.
This will ensure that homeless 'individuals and families throughout the City of Miami are contacted and
transported to the HAC as well as to other service providers.
