AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "CALI CARTEL ENFORCEMENT," AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN A TOTAL AMOUNT OF $27,500.00, CONSISTING OF A GRANT FROM THE MONROE COUNTY SHERIFFS OFFICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the City of Miami Police Department, along with the Drug Enforcement Administration ("DEA"), will target the Cali Drug Cartel; and WHEREAS, to accomplish this task, the Monroe County Sheriffs Department has awarded the Miami Police .Department a grant, in the amount of $27,500.00, which will be used for the payment of overtime and a rental car. No matching funds are required from the City of Miami; and WHEREAS, any purchases would have to comply with applicable city code purchasing requirements, FRI,-ESCINDED EPEALED (O/� _ ,IDED BY: oe �, `i 11506 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: CALI CARTEL ENFORCEMENT RESOURCES: The Monroe County Sheriffs Department $ 27,500.00 APPROPRIATIONS: Necessary expenses for the operation of Cali Cartel Enforcement in an amount not to exceed $ 27,500.00 Section 3. The City Manager is hereby authorized' to accept the grant as set forth in the Preamble to this Ordinance and to enter into the necessary contract(s) and/or agreements(s), in a form acceptable to the City Attorney, for acceptance of the aforesaid monies. Section 4. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity of the City of Miami to make the required ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable city Charter and code provisions. 2 11506 and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 8. There are no matching funds required of the City of Miami. BACKGROUND: The Miami Police Department, along with the Drug Enforcement Administration, will target the Cali Drug Cartel utilizing various methods to break up their operations. To accomplish this task the Department of Police has received a grant, in the amount of $27,500.00, from the Monroe County Sheriffs Department which will be used for the payment of overtime and a rental car. No matching funds are required by the City of Miami.
