ORDINANCE NO. 11487
AN EMERGENCY ORDINANCE AMENDING SECTION 2 OF
ORDINANCE NO. 11332, ADOPTED JANUARY 25, 1996,
WHICH ESTABLISHED INITIAL RESOURCES AND INITIAL
APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED -
"GANG RESISTANCE EDUCATION AND TRAINING", THEREBY
INCREASING SAID APPROPRIATION IN THE AMOUNT OF
$85,000, CONSISTING OF A GRANT FROM THE BUREAU OF
ALCOHOL, TOBACCO AND FIREARMS; AUTHORIZING THE
CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE;
PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR
INCLUSION IN THE CITY CODE.
WHEREAS, the City of Miami Police Department is continuing its efforts to educate
the youth of our community to the dangers of gang involvement; and
WHEREAS, the Gang Resistance Education and Training Program will target junior
high school students within the City of Miami;.and
WHEREAS, the Bureau of Alcohol, Tobacco and Firearms has approved an
additional grant award, in the amount of $85,000, for the continued operation of this
successful program; and
WHEREAS, there are no matching funds required from the City of Miami; and
WHEREAS, any purchases would have to comply with applicable City Code
purchasing requirements;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section 2 of Ordinance No. 11332, adopted January 25, 1996, is
hereby amended in the following particulars:'/

resources are hereby appropriated as described herein:

Section 3. The City Manager is hereby authorized to accept the grant as set
forth in the Preamble to this Ordinance and to execute the necessary document(s), in a
form acceptable to the City Attorney, for acceptance of said grant.

2 The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable
City Charter and Code provisions.

Section 4. The Department of Police is authorized to expend monies from this
Special Revenue Fund for necessary expenses to continue the operation of the hereinabove
Program.
Section 5. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph, clause, phrase or word of
this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 7. ' This Ordinance is hereby declared to be an emergency measure on
the grounds of necessity of the City of Miami to make the required and necessary
payments to its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and duties of
municipal affairs.
Section 8. The requirements of reading this Ordinance on two separate days is
hereby dispensed with by an affirmative vote of not less than 4/5ths of the members of
the City Commission.
Section 9. This Ordinance shall become effective immediately upon adoption.

Proposed Emergency Ordinance
GREAT Grant
It is respectfully recommended that an Emergency Ordinance amending Ordinance No. 11332,
which established initial resources and initial appropriations for a Special Revenue Fund entitled:
"Gang Resistance Education and Training," accepting an additional grant from the Bureau of
Alcohol, Tobacco and Firearms, in the amount of $85,000.00 and appropriating said funds for the
operation of same, be adopted. There are no matching funds required of the City of Miami.
BACKGROUND:
The Miami Police Department is continuing its efforts to educate the youth of our community in
the dangers of gang involvement. The Gang Resistance Education and Training (G.R.E.A.T.)
program provides the opportunity by targeting junior high school students within the City of
Miami. The program's curriculum helps police officers teach the students how to deal with peer
pressure, gang resistance, conflict resolution and makes them aware of their responsibilities. The
program reaches a minimum of 1,500 students per term. The Bureau of Alcohol, Tobacco and
Firearms has committed an additional $85,000.00 toward necessary expenses for the continuance
of this successful program. There are no matching funds required of the City of Miami.
This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public
need for the preservation of peace, health, safety and property of the City of Miami, and upon the
further grounds that the City of Miami has declared a financial emergency exists.
