HomeMy WebLinkAboutO-11485J-97-253 4/30/97 p ORDINANCE NO. 11485 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD SERVICE PROGRAM FOR CHILDREN - 1997" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE ESTIMATED AMOUNT OF $300,000 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF EDUCATION; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE AND TO EXECUTE THE NECESSARY DOCUMENT (S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Education, Food and Nutrition Management Division, with funding from the U.S. Department of Agriculture, has agreed to once again allow the City of ,Miami to participate in its Summer Food Service Program for Children; and WHEREAS, said State agency will reimburse the City at an estimated rate of $2.02 per summer lunch, and $.5250 per supplement (snacks),.which the City provides to children at the parks of the City of Miami; and WHEREAS, each estimated $2.02 reimbursement will provide $1.85 for operational and actual lunch cost, and $.17 for administrative costs of the program, and each $.5250 supplement (snacks) reimbursement will provide $0.48 for 11485 operational and actual supplement costs, and $0.0450 for administrative costs of the program; and WHEREAS, an estimated 103,500 lunches and 121,500 supplements (snacks) will be served during the project period starting June 16 and ending August 15, 1997; and WHEREAS, an estimated $300,000 will be received from the State of Florida for carrying out said program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and included herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Summer Food Service Program for Children - 1997. RESOURCES: Grant Reimbursements from the $300,000 United States Department of Agriculture through the Florida Department of Education. APPROPRIATION: Summer Food Service Program for $300,000 for Children - 1997. Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the Florida Department of Education and the City Manager's acceptance thereof. 2 - i1485 Section 4. The City Manager is hereby authorized1/ to accept said grant from the United States Department of Agriculture, through the Florida Department of Education, and to execute the necessary documents (s), in a form acceptable to the City Attorney for said program. Section 5. All. Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirements of reading this Ordinance on two separate days is hereby dispensed with an affirmative vote of not less that four -fifths of the members of the Commission. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 3 - 11485 Section 9. BACKGROUND: Each year since 1968, the Department of Parks and Recreation has sponsored a Summer Food Service Program for children. Under this program, the City provides nutritional meals in conjunction with its comprehensive recreational program featuring arts and crafts, sporting activities, field trips and special events. This year, we plan to serve up to 2,300 lunches and 2,700 snacks per day using no , less than twenty-seven (27) sites throughout the City. Based on 1996 program totals, we estimate that 103,500 lunches and 121,500 snacks will be served during the upcoming summer program. These figures average out to 2,300 lunches and 2,700 snacks each day for the 45 day program. Funding is provided to the City from a USDA grant through Florida's Department of Education. This year's grant is estimated at $300,000 based on last year's meals figures and reimbursement rates of $2.02 for lunch and $.5250 for afternoon supplements (snacks). This rate will provide sufficient funds to cover the meal cost and to hire the necessary temporary, part-time recreation aides to operate the program. Based upon the estimated number of participants and 45 service days in the program, the total grant amount is estimated at $300,000. The final grant award amount will be made available by Florida's Department of Education in April 1997. This grant does not require matching funds. 114 ;8 5"1 Honorable Mayor and Members of the City Commission Page two This Ordinance is being presented as an emergency item because the department was just recently informed of the availability of grant funds; the need to meet the State of Florida established time constraints; deadlines for contract execution;. and to ensure that funds are in place prior to the start of the Summer Program on June 16, 1997. This item is companion to a resolution which would authorize the purchase of food through a Metro Dade County bid.
