ORDINANCE NO. 11484
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "SYETP - 97 SUMMER
YOUTH EMPLOYMENT TRAINING PROGRAM" AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAID
PROGRAM IN THE AMOUNT OF $590,550 CONSISTING OF A
GRANT FROM THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM (SFETC); AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
ACCEPTANCE OF SAID GRANT; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the South Florida Employment and Training Consortium ("SFETC") has
awarded the City a $590,550 grant comprised of Summer Youth Employment Training
Program ("SYETP") funds from the U.S. Department of Labor to provide employment
services and paid work experience opportunities for economically disadvantaged and at -risk
youth; and
WHEREAS, the City is operating the Neighborhood .Jobs Program in PY '97 to meet
the requirements of the SYETP;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following special revenue fund is hereby established and
resources are hereby appropriated as described herein

EMPLOYMENT TRAINING PROGRAM"

South Florida Employment and Training
Consortium $ 590, 550
APPROPRIATION: SYETP PY ' 97 $ 590,55 0
Section 3. This appropriation is contingent upon funding by the SFETC and the City
Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized' to accept a $590,550 grant from the
SFETC and to execute the necessary documents, in a form acceptable to the City Attorney, for this
purpose.
Section 5. The herein authorization shall remain valid and outstanding even if the
anticipated grant award is reduced or increased.
Section 6. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph, clause, phrase or word of
this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 8. This Ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety, and
property of the City of Miami, and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers, payment of its debts,

necessary and required purchases of goods and supplies, and to generally carry on the
functions and duties of municipal affairs.
Section 9. The requirement of reading this Ordinance on two separate days is
hereby dispensed with by an affirmative vote of not less than four -fifths of the members of
the Commission.
Section 10. This Ordinance shall become effective immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached Ordinance which
establishes a new Special Revenue Fund entitled: Program Year '97 Summer Youth Employment and
Training Program and appropriate funds for the operation of this program in the amount of
$590,550.00 from a grant award through the South Florida Employment and Training Consortium
(SFETC).
BACKGROUND:
The Community Development Department/Neighborhood Jobs Program has prepared legislation
appropriating funds and establishing the following Special Revenue Fund as a result of a grant award
from the South Florida Employment and Training Consortium (SFETC).
SFETC has awarded the City of Miami $590,550.00 to provide paid summer work experience for 381
economically disadvantaged and at -risk -youth.
This program is administered by the Department of Community Development/Neighborhood Jobs
Program.
Adoption of the proposed legislation establishes the above referenced new Special Revenue Fund and
appropriate funds for the account as outlined above. Also, this legislation authorizes the City Manager
to accept the grant award and enter into agreements with the South Florida Employment and Training
Consortium.
There are no City matching funds required for this program.
