PROGRAM", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME, IN THE AMOUNT OF $47,250.00, CONSISTING OF A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Police intends to enhance its Employee Assistance Program by instituting mandatory counseling sessions for all officers during their first year of employment; and WHEREAS, this program will also be available to the employee's family; and WHEREAS, the U.S. Department of Justice has approved an award in the amount of $47,250.00 which will be used to contract Law Enforcement Psychological and Counseling Associates, Inc., to provide this service as per grant requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. 114 '7..8. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: S.T.O.P. PROGRAM RESOURCES: U.S. Department of Justice $ 47,250.00 APPROPRIATIONS: Necessary expenses for the operation of the S.T.O.P. Program $ 47,250.00 Section 3. The City Manager is hereby authorized' to accept the grant as set forth in the Preamble to this Ordinance and to execute the necessary document(s), in a form acceptable to the City Attorney, for acceptance of the aforesaid monies. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. This Ordinance shall become effective thirty (30) days after final reading and adoption thereof. PASSED ON FIRST READING BY TITLE ONLY this 20th day of March , 1997. Program," accepting a grant from the U.S. Department of Justice, in the amount of $47,250.00 and appropriating said funds for the operation of same, be adopted. BACKGROUND: The Miami Police Department intends to enhance its Employee Assistance Program by instif iting mandatory counseling sessions for all officers during their first year of employment.
