AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL, REVENUE
FUND ENTITLED: "COPS UNIVERSAL HIRING;" AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF
$17,323,317, CONSISTING OF A GRANT FROM THE U.S.
DEPARTMENT OF JUSTICE; AUTHORIZING THE CITY MANAGER TO
ACCEPT SAID GRANT AWARD FROM SAID GRANTOR AND TO
EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department has received an additional grant
from the U.S. Department of Justice in the amount of $17,323,317; and
WHEREAS, the grant will pay the salaries and benefits for an additional 120 police
officers for a three (3) year period; and
WHEREAS, there are no matching funds required of the City of Miami as they were
waived by the U.S. Department of Justice;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1 . The recitals and findings contained in the preamble to this Ordinance are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The following Special Revenue Fund is hereby established and resources
are hereby appropriated as described herein:
FUND TITLE: COPS Universal Hiring
RESOURCES: U.S. Department of Justice $17,323,317.00

APPROPRIATIONS: Police Officers' Salaries and
Benefits $17,323,317.00
Section 3. The City Manager is hereby authorized' to accept the grant as set forth
in the Preamble to this Ordinance and to execute the necessary document(s), in a form
acceptable to the City Attorney, for acceptance of said grant.
Section 4. All Ordinances or parts of Ordinances insofar as they are inconsistent or
in conflict with the provisions of this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 6. This Ordinance is hereby declared to be an emergency measure on the
grounds of urgent public need for the preservation of peace, health, safety, and property of
the City of Miami, and upon the further grounds of the necessity of the City of Miami to
make the required and necessary payments to its employees and officers, necessary and
required purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.

Section 7. The requirements of reading this Ordinance on two separate days is
hereby dispensed with by an affirmative vote of not less than four -fifths of the members of
the Commission.
Section 8. This Ordinance shall become effective immediately upon adoption.

ENCLOSURES: Supplemental Grant
It is respectfully recommended that an Emergency Ordinance which establishes initial resources
and initial appropriations for a Special Revenue Fund entitled: "COPS Universal Hiring,"
accepting a grant from the U.S. Department of Justice, in the amount of $17,323,317.00, and
appropriating said funds for the operation of same, be adopted.
BACKGROUND:
The Department of Police has been awarded a grant in the amount of $17,323,317.00 from the U.S.
Department of Justice. The grant will allow the Department to hire one hundred twenty (120) new
police officers. The monies can only be used.to pay for the salaries and benefits of these officers
for a three (3) year period. There is no required match of the City lof Miami as it has been waived
by the U.S. Department of Justice.
This Ordinance is hereby declared to be an emergency measure on the grounds that the City of
Miami has declared a financial emergency exists and these funds will be used to hire police
officers and support the Department's efforts in reducing crime and improving public safety.
