HomeMy WebLinkAboutO-11446J-97-a® 2/20/97 ORDINANCE NO. 11446 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "DHRS (FY '97) - ENTRANT/REFUGEE ASSISTANCE PROGRAM", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $112,342 FROM A GRANT AWARD THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM (SFETC); AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SFECTC FOR THIS PURPOSE CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the South Florida Employment and Training Consortium (SFETC) has awarded the City $112,342 grant comprised of DHRS/RCA funds from the Department of Health and Rehabilitative Services to provide employment services to entrant/refugees; and WHEREAS, the City is operating the NET/Neighborhood Jobs Program in PY '97 to meet the mandate of the this program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. 11416 .:. Section 2. The following Special Revenue Fund is hereby established and rettources are hereby appropriated as described herein: FUND TITLE: "DHRS IPY '971 • ENTRANT/REFUGEE ASSISTANCE PROGRAM" RESOURCES: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $112.342 APPROPRIATION: DHRSIRCA (PY '97) $112,342 Section 3. This appropriation is contingent upon funding by the SFETC and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized' to accept said grant and to execute the necessary documents, in a form acceptable to the City Attorney, with the SFETC for this purpose. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 11 11446 necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less then four -fifths of the members of the Commission. Section 10. BACKGROUND The Department of Community Development/NET has prepared legislation establishing the herein above cited Special Revenue Fund and appropriating funds therefor as the result of a grant award from the South Florida Employment and Training Consortium (SFETC). SFETC has awarded the City $112,342 to provide classroom training, on-the-job training and job placement assistance to DHRS Certified Entrants and Refugees. This program is operated by the Department of Community DevelopmenvNET, Neighborhood Jobs Program. Adoption of the proposed legislation establishes the above referenced new Special Revenue Fund and appropriates funds for the account as outlined above. This legislation also authorizes the City Manager to accept the grant award and enter into agreements with the South Florida Employment and Training Consortium.
