SUBJECT Ordinance accepting $16,000

FROM Edward Marqu REFERENCES Refugees
City Manager ENCLOSURES
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached ordinance
establishing a special revenue fund entitled 'Outreach to Homeless Guantanamo
Refugees" in the amount of $16,000. This is a grant to the City of Miami Office of
Homeless Programs. The funds come from Metropolitan Dade County's Department of
Human Services through the Community Partnership for the Homeless, Inc.
BACKGROUND:
In September 25, 1997, Metropolitan Dade County selected the Community
Partnership for the Homeless, Inc. (CPHI), as an 'Immigration Emergency Grant'
recipient. The award was made as a one year, performance based grant, to provide
outreach, shelter and services to homeless Guantanamo refugees. CPHI and the city's
Office of Homeless Programs collaborated in the grant proposal.
The City of Miami's Office of Homeless Programs will engage and refer homeless
Guantanamo refugees to the Homeless Assistance Center. This is a 35043ed facility
which CPHI operates. The homeless Guantanamo refugees will be able to participate
in a Continuum of Care System that includes services such as medical assessments,
case management, transitional and permanent housing.
The opening of the Homeless Assistance Center (HAC) in 1995, marked an important
step in the implementation of the Dade County Homeless Plan. We must ensure that
the HAC continues to assist the homeless population that lives in the City of Miami.
The Office of Homeless Programs needs to carry on the monitoring of the placements
made at that facility.
The City's Office of Homeless Programs will utilize the funds to expand services to
homeless Guantanamo refugees throughout the city. The outreach teams will ensure
that this population is contacted and transported to the Homeless Assistance Center as
well as to other service providers.
