HomeMy WebLinkAboutO-11442J-97-106 2/3/97 ORDINANCE NO. 11442 AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "OUTREACH TO HOMELESS GUANTANAMO REFUGEES", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $16,000, CONSISTING OF A GRANT FROM METROPOLITAN DADE COUNTY'S HUMAN SERVICES DEPARTMENT, THROUGH THE COMMUNITY PARTNERSHIP FOR THE HOMELESS, INC.; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD FROM METROPOLITAN DADE COUNTY AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Dade County Homeless Plan calls for equal housing opportunities for all homeless individuals, regardless of legal status; and WHEREAS, Metropolitan Dade County notified the Community Partnership for the Homeless, Inc. (CPHI) that it is eligible to receive an Immigration Emergency Grant for Guantanamo refugees; and WHEREAS, CPHI operates an emergency shelter for the homeless and is proposing to expand its services to homeless Guantanamo refugees; and WHEREAS, the City of Miami's Office of Homeless Programs provides outreach services to all homeless individuals within the City of Miami; and 11442 196 •oaf, WHEREAS, CPHI has offered a one year $16,000 performance -based contract to the Office of Homeless Programs for the expansion of its outreach and referral services to homeless Guantanamo refugees: NOW, THEREFORE, BE IT ORDAINED BY THE COMMeSSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: OUTREACH TO HOMELESS GUANTANAMO REFUGEES RESOURCE: METROPOLITAN DADE COUNTY HUMAN $16,000 SERVICES DEPARTMENT THROUGH THE COMMUNITY PARTNERSHIP FOR THE HOMELESS APPROPRIATION: IMMIGRATION EMERGENCY GRANT FOR $16,000 OUTREACH SERVICES TO GUANTANAMO REFUGEES Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the CPHI and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized' to accept said grant as set forth in the Preamble of this Ordinance and to execute the necessary document(s), in a form acceptable to the City Attorney, for this purpose. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. -2- 11442 Section 8. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirement of reading this Ordinance on two separate days is heroby dispensed with by an affirmative vote of not less than four -fifths of the members of t" Commission. Section 9. W FILE Members of the City Commission SUBJECT Ordinance accepting $16,000 iw�for outreach services to Homeless Guantanamo FROM Edward Marqu REFERENCES Refugees City Manager ENCLOSURES RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached ordinance establishing a special revenue fund entitled 'Outreach to Homeless Guantanamo Refugees" in the amount of $16,000. This is a grant to the City of Miami Office of Homeless Programs. The funds come from Metropolitan Dade County's Department of Human Services through the Community Partnership for the Homeless, Inc. BACKGROUND: In September 25, 1997, Metropolitan Dade County selected the Community Partnership for the Homeless, Inc. (CPHI), as an 'Immigration Emergency Grant' recipient. The award was made as a one year, performance based grant, to provide outreach, shelter and services to homeless Guantanamo refugees. CPHI and the city's Office of Homeless Programs collaborated in the grant proposal. The City of Miami's Office of Homeless Programs will engage and refer homeless Guantanamo refugees to the Homeless Assistance Center. This is a 35043ed facility which CPHI operates. The homeless Guantanamo refugees will be able to participate in a Continuum of Care System that includes services such as medical assessments, case management, transitional and permanent housing. The opening of the Homeless Assistance Center (HAC) in 1995, marked an important step in the implementation of the Dade County Homeless Plan. We must ensure that the HAC continues to assist the homeless population that lives in the City of Miami. The Office of Homeless Programs needs to carry on the monitoring of the placements made at that facility. The City's Office of Homeless Programs will utilize the funds to expand services to homeless Guantanamo refugees throughout the city.
