I would like to bring up as a pocket item for purposes of discussion an issue involving
Union of Needletrades, Industrial and Textile Employees (UNITE). Mr. Angel
Dominguez President of UNITE would like to address the Commission with regards to a
matter involving the Miami Parking System.

Dear Commissioner;
We would like to take this opportunity to express our concern and ask for your
support. You are aware that the,majority of the workers of the Miami Parking System have
requested Unite! to be their representative. Within weeks, a union election will be held.

Several months ago, the commission voted to limit the amount of money MPS could -
spend on legal fees in the union campaign. The commission made it clear that public funds
should not be used to threaten, intimidate, harass or lie to workers.
For the last month, the administration of MPS has been violating. the spirit and letter of
the Commissions mandate by undertaking an anti -union campaign using scare tactics and
preventing city employees from having a free and fair election.
As. an elected official you are aware of the many contributions organized, labor has.
given to fortify the principles of our democratic system. We believe that as an elected official
you can not agree with Gestapo types of tactics (threats, intimidation, loss of jobs; and finally
that it will never negotiate a contract with the union). .
At this time we are asking you to call Mr. Cook and tell him to stop violating the law.
We want to have a good relationship with the city but we are not going to tolerate this assault
on workers' rights.
Additional information can be provided by scheduling a meeting with a workers
delegation of UNITE! at your earliest convenience.

This memorandum is in reference to the Little Havana Office of the Catholic Community
Services. This agency performs a valuable service to the needy population in Little
Havana as well as other areas around the city. At the present time, this agency's rental
fee is waived by the City of Miami. However, the potential termination of this waiver
will prove to be extremely damaging to this deprived area. Mrs. Alicia Del Toro, the
Administrator of the Catholic Community Services, Inc. has informed me that they are
willing to pay the proposed charge of $150 per month for utilities, security, and janitorial
services. Therefore, I propose that we waive the assessed rent in the amount of $5,647.56
for office space at 970 Southwest 1st Street, Suite 302, and the use of a closet at 900
Southwest 1st Street.
