I would like the following item placed on the agenda for discussion at the City.
Commission meeting on October 14, 1997. The issue is in reference to a petition from
the residents at Coral Way Manors. The petition calls for immediate action from the City
of Miami Public Works Department.

SUBJECT : Alley Closure Request-
2530 S. W. 3 Avenue
(Coral Way Manors)

The Coral Way Manors Condominium Association as well as other property owners
throughout the City have expressed an interest in physically closing certain
alleyways adjacent to their properties. in general, the alleys in question include
alleyways that are unimproved or partially improved, and do not serve as traffic
ways for service routes or through traffic. Presented with problems related to
illicit activities and trespass violations, the Department of Public Works has entered
into discussions with property owners and neighborhood groups to find a way to
discourage these undesirable activities by allowing certain alleys to be closed and
secured. At present there is no City Code provision that would allow such a
closure.
In response to this issue, the Department has prepared an amendment to the
Miami City Code which would allow affected property owners to petition the City
Commission through the Public Works Department to approve a complete closure
of an alley. Approval would only be granted at an advertised public hearing and
additional conditions could be imposed at that time. The applicant or property
owners would be required to pay for all costs of the closure including, but not
limited to, newspaper advertisements, postal correspondence, permits and
construction costs.
The City of Miami will not incur any costs as a result of this legislation.

Commission meeting on October 14, 1997. The issue is in reference to a permit for
restricted use of an alley adjacent to the location of 2530 SW 3rd Avenue. Due to
repeated acts of vandalism, it is urgent that this issue appears before the City
Commission.
