RECOMMENDATION:
It. is respectfully recommended that this City Commission approve the attached Resolution
authorizing the City Manger to enter into an agreement with the Allapattah Business
Development Authority (ABDA), in the amount of $75,000 for the purpose of funding a study
and implementing the recommendation of this study on the problems of traffic, parking, access
and illegal dumping affecting the produce business district of the Allapattah neighborhood.
BACKGROUND:
The Department of Community Development has analyzed the need to enter into an agreement
with the Allapattah Business Development Authority for the funding of a study and
implementing of measures designed to address the traffic, parking, access and illegal dumping
problems in the produce business district within the Allapattah neighborhood.
For many years residents and merchants alike have complained of illegal dumping, vagrants and.
the lack of traffic control within the produce business district Bounded by NW 12" Avenue to
the east and NW 20' Street to the South.
The Allapattah Business Development Authority has sought proposals to conduct a study and
identify solutions for the above problems, with funds in the amount of $75,000 from Community
Development Block Grant contingency account. ABDA had previously been awarded $71,700
on March 23, 1996 per Resolution No. 96-208 for this project. However, funds were
reprogrammed as per Resolution No. 97-177 to assist the City in funding other eligible projects
important to cover its fiscal emergency.
