Rosalind Forrest, a local citizen, has requested an appearance before the City Commission to
request the City to "invite" Dade County Public Works Department to construct an "opening"
into Alice Wainwright Park from the Rickenbacker Causeway and "join" this new entrance to I-
95 and US-1 to allow for automobile traffic into and out of the Park.
BACKGROUND:
On August 18, 1997 the City Manager's Office received a letter from Rosalind Forrest requesting
that the City "invite" Dade County "into" Alice Wainwright Park and to place her on a future
City Commission meeting agenda.
Attached to this letter was a copy of a letter written to Dade County Public Works Director, Pete
Hernandez, requesting the County to construct automobile access into and out of Wainwright
Park.
RECONI MENDATION:
We recommend that this request be denied at this time because: Wainwright Park is a natural
native hammock and is zoned CS Conservation which carries the following "Intent and Scale":
"The conservation district is restricted to environmentally sensitive areas
which are to be left in an essentially natural state; only activities which
reinforce this character are allowed; and minimum development is
permitted conditionally. Public access to these areas including offstreet
parking may be limited when unregulated access may present a threat to
wildlife and plant life within such designated areas".
Additionally, input obtained from representatives of the Cliff Hammock Homeowner's
Association (the local neighborhood association) indicated that they would be opposed to this
idea.
It should be noted that the City received a State of Florida Grant from the Department of
Environmental Protection to restore this natural hammock to its condition prior to Hurricane
Andrew. This restoration effort is still underway and the hammock has been fenced to prevent
disruption or damage to the restored areas.
