AN ORDINANCE AMENDING CHAPTER 46 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED: "PUBLIC NUISANCES", TO AMEND THE DEFINITION OF THE TERMS "OPERATOR" AND "SUBSTANTIATED INCIDENT" (AS IT RELATES TO A BREACH OF SECTION 6-39 AND/OR CHAPTER 36), CHANGE THE REQUIREMENTS FOR NOTICE PROCEDURES, AND PROVIDE THAT FINES MAY BE LIENED; MORE PARTICULARLY BY AMENDING SECTIONS 46-1, 46-3, AND 46-9 OF SAID CODE; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to F.S. Chapters 3815, the Florida Legislature created numerous provisions a essiAa and defining public nuisances and authorized m lies to create a Nuisance- Abatement Board to addres rmerated public nuisance activity; and , WHEREAS, the Charter of e.
