Two areas in particular are of significant concern, namely: 1) it needs to be established that the applicant can dispose of enough parking spaces, throughout the duration of the valet parking operation, to accommodate the parking demand created by it, while not encroaching into the parking spaces assigned to other establishments; 2) it needs to be established that the valet parking operation will not disrupt or negatively affect the proper and safe flow of traffic along the right(s) of way affected by it. Thus, the submittal of detailed plans including an operational program addressing the issues outlined above, as well as others deemed relevant by other reviewing agencies, is recommended prior to consideration of the item. BACKGROUND The Department of Planning and Development has studied the issue of proposing a valet parking ordinance for the Coconut Grove Central Commercial District and a list of preliminary considerations has been produced. It has since come to our attention that at present the Department of Off -Street Parking is undertaking a planning study of the area, particularly focusing on parking meters, loading zones, tour buses and valet parking. Given the direct applicability of the results of this study, it seems only prudent to await its completion before advancing further so as not to duplicate efforts and in order to incorporate the body of knowledge obtained from the study into the Planning Department's valet parking proposal. In addition, it is important to note that any permits pertaining to a use to be implemented in the public right-of-way, would properly be reviewed by the Public Works Department, as is the case with permits pursuant to the valet parking ordinance for the Central Business District, downtown. Finally, regarding the issue of fees, the direct costs associated with such a permit are two -fold: lost revenue to be derived by the Department of Off -Street Parking from the rented parking meters and administrative or enforcement costs. Additionally, liability insurance should be secured by the applicant and a hold -harmless agreement submitted releasing the City of any assignable potential liability. J��(5c*4 7 • CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO Honorable Mayor and Members of the City Commission z FROM: �Z Edward Ma q City Manager AUG 26-- DATE: FILE SUBJECT: Temporary Valet Parking at Mayfair - Request for Personal Appearance REFERENCES;UIy 11, 1997 letter from ENCLOSURES Lucia Dougherty I have received a copy of the request from Mayfair in the Grove for temporary valet parking within the public right-of-way and have the following information and recommendation. On April 10, 1997, the City Commission adopted Ordinance No. 11483 establishing "valet parking" within the downtown central business district. This Ordinance establishes the regulations for use of the public right of way tailored to the unique characteristics of the central business district. These regulations are necessary to protect the safety and welfare of the general public within the public right of way areas under the jurisdiction and responsibility of the City and the interests of all business owners within the district. The daytime and evening traffic and pedestrian conditions and business operations in Coconut Grove are vastly different than the central business district and would require a unique set of regulations should it be the desire of the City to authorize additional valet parking zones. The City Code does not permit valet parking within the public right of way beyond the central business district and without the appropriate regulations codified, a revocable permit to temporarily operate valet parking may not adequately protect the safety of the general public and most assuredly, would not address the interests and concerns of other business operations in Coconut Grove. The Department of Public Works recommends that valet parking within the public right of way in Coconut Grove not commence until appropriate regulations considering and addressing the safety of the general public and the interests of all affected property owners and business establishments are formulated and adopted by the City Commission. c: Elvi G.
