TOT •.7. 71I /97 9 16a CITY OF MIAMI, FLORIDA 10 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission FROM: (dward Marque City Manager PERSONAL APPEARANCE: DATE: JUL I 8 1997 FILE: SUBJECT: Personal Appearance of Margaret Paternek, Ph.D. related to HAPMO's FY `96 contract REFERENCES: RE: City Commission Agenda ENCLOSURES: Item July 24, 1997 Margaret Patemek, Ph.D., Executive Director of the HIV/AIDS Planning and Management Organization (HAPMO), has requested a personal appearance before the City Commission, to discuss the assignment of a portion of HAPMO's FY `96 Housing Opportunities for Persons With AIDS (HOPWA) contract to Housing and Services of South Florida, Inc. BACKGROUND: In April of 1997, the City Commission authorized the City Manager to execute a contract with the HIV/AIDS Planning and Management Organization, Inc. (HAPMO), for the provision of housing related services and staff support, in the amount of $190,000. More specifically, this contract has three (3) components: $10,000 for clerical support for the HOPWA Advisory Board, $105,000 for professional services related to planning and development of the HOPWA Program, and $75,000 for the Service Delivery Information System (county wide computer tracking system for delivery of HOPWA funded services provided to clients). On July 2, 1097, the City received notice from HAPMO that its Board of Directors decided to dissolve and cease operations effective July 31, 1997. In an effort to continue the support for the HOPWA Advisory Board and the professional services related to planning and development, Housing and Services of South Florida has offered to step in for HAPMO, for the remainder of its contract. In an emergency meeting of the HOPWA Advisory Board, on July 16, 1997, its members voted unanimously to recommend to the City Commission that Housing and Services of South Florida, Inc. be assigned the balance of the portion of HAPMO's contract to continue the support for the HOPWA Advisory Board and the professional services related to planning and development, which represents $9,166.67 and $96,250, respectively. Also, the HOPWA Advisory Board voted unanimously to cease funding of the Service Delivery Information System at this point. This was because HOPWA is the funding source which pays the least, as a percentage of the total costs for this system, as compared to Dade County. Additionally, although Dade County has decided to 3 b 7-- 511 Honorable Mayor and Members of the City Commission Page 2 continue this system for the next few months with a different provider, the County has. also decided to look at other systems to perform the same function in the future. City staff and the HOPWA Advisory Board will work in conjunction with Dade County to decide the system to be used in the future. Approximately $68,750 of the $75,000 allocated for the Service Delivery Information System will be reallocated by the City after consultation with the HOPWA Advisory Board. RECOMMENDATION: Staff has met with Housing and Services of South Florida, Inc. It has a local track record of working as a consultant to the Dade County Homeless Trust and is the recipient of a national HOPWA grant. Staff agrees with the HOPWA Advisory Board and recommends that Housing and Services of South Florida, Inc. be assigned the remaining .portion of HAPMO's FY `96 HOPWA contract for the provision of clerical support to the HOPWA Advisory Board and the professional services related to planning and development of the HOPWA Program, in the total amount of $105,416.67 ($9,166.67 + $$96,250.00).
