Enclosed herewith please find list of committee. members of the
Community Investment Consortium (CIC). I have also enclosed copies
of Workshop Fair Bulletins which explain the type of work the CIC
performs to help the low income areas.
Please be advised that the above referenced item must be included
in the july loth commission meeting and approved. I am very diss-
appointed with City of Miami NET Office and their lack of cooperation
in this matter.
The $17,400.00 price we are paying the City for the 5 lots is most
probably the most the City could expect. Our program will insure that
5 single family homes are produced for familys that want to reside in
the Browrisville-Liberty City area. The homes would generate real estate
tax income to the City and will help in the urban renewal of area.
Please expedite this matter so that it will be included and approved
at the City of Miami Commission meeting of July 10, 1997.

PERSONAL APPEARANCE:
Mr: Jack Arias, Chairman of the Site Selection Committee with the Community Investment
Consortium, has requested a personal appearance before the City Commission, to request the sale
of five (5) City -owned parcels to the Community Investment Consortium for conveyance to
Habitat For Humanity of Greater Miami, Inc. or New Century. Development Corporation for the
construction of five (5) new single family homes in the Model City neighborhood.
BACKGROUND:
At the May 1; 1995 City Commission meeting, the City Commission, through Resolution No.
95-302, approved in principle, the designation of Habitat For Humanity of Greater Miami, Inc.,
as sponsor to undertake the development of five (5) parcels of vacant land currently under City -
ownership in the Model City neighborhood.
The aforementioned resolution required that final designation of Habitat For Humanity of
Greater Miami, Inc. as project sponsor, would be predicated upon the submission within twelve
(12) months from the adoption of Resolution No. 95-302, the submission of final project plans
and specifications, construction and permanent financing and construction schedule for the City
Administration's verification and the City Commission review and approval.
To date, the aforementioned condition has not been met by Habitat For Humanity of Greater
Miami and the time -frame established has since expired.
At the June 9, 1997 City Commission meeting, Mr. Jack Arias made'a personal appearance to
request that the subject City -owned parcels be sold and conveyed to the Community Investment
Consortium, with the understanding that the five (5) City -owned parcels would be subsequently
conveyed to Habitat For Humanity of Greater Miami, Inc. or New Century Community
Development Corporation for the development of five (5) new single family homes in the Model
City neighborhood.

At the June 9, 1997 City Commission meeting, the City Administration was directed to research
and provide the City Commission with a list of the organization's principals and the track record
of the organization's accomplishments in the development of affordable housing units in Dade
County.
RECOMMENDATION:
Based on the attached letters from Mr. Jack Arias dated May 6, 1997 and June 18, 1997, the City
Administration is unable to make a recommendation based on the lack of adequate and pertinent
information regarding the organization. The City should require as a minimum, the following
information listed below prior to any action being taken by the City Commission:
1)
Articles of Incorporation, Charter and By -Laws.
2)
Listing of Board of Director or Principals
3)
Resumes of Board of Directors or Principals
4)
Current Certificate of Good Standing and Incumbency from State of Florida
5)
Minutes of Board meeting or resolution authorizing the acquisition of City -owned
parcels in the Model City neighborhood.
6)
Summary of accomplishments and/or track record in the development of affordable
housing units in Dade County.
