Ms. Gena Scott -Loveless, County Coordinator of the Miami Mega -City Special Olympics, has
requested a personal appearance before the City Commission on July 24th.
The Special Olympics has been occupying approximately 5000 sq. fL of office space for several
years under an agmemeut with the Orange Bowl Committee_ The Orange Bowl Committee
arranged to share their office space with Special Olympics without involving the City of Miami
in their agreement In 1995, the former City Manager sent a letter to the Special Olympics
offering the use of the office space, at no charge, for the year 1996.
Over the past eight months, the administration has had ongoing negotiations with Major League
Soccer (MLS) for the use of the Orange Bowl Stadium for a terra of ten years. The revenue
potential for the City of Miami is estimated to be $10 million. As we seemed to be finalizing
negotiations with MLS, I notified M-A Scott -Loveless of the need for the Special Olympics to
relocate their offices. In an effort to assist the Special Olympics and to minimize the
inconvenience, we offered the use of the Manuel Artime Community Center. Ms. Scott Lovelass
has inspected the offices and declined the offer.
In May, I notified Ms. Scott -Loveless that MLS had requested the use of the office space for the
term of their Use Agreement. lu June, as we seemed to be finalizing the agreement with MLS,
we notified Ms. Scott -Loveless that they would need to relocate their operation in four weeks.
On May 6, 1997, Ms. Scott-Lovelass corresponded with MLS to solicit their support. MLS has
expressed a willingness to work with the Special Olympics, however, they require the use of the
entire office space and declined to share it with them.

Founded In 1968 by Eunice Kennedy Shriver, Special Olympics is an International program of year-round sports
training and competition for children and adults with mental retardation.
MIAMI "MEGA -CITY" SPECIAL OLYMPICS PROGRAM FACT SHEET
Millions of children and adults with mental retardation live in the major cities of the world.
Polarization of people by ethnicity, economic status, and education in the cities is creating
a dramatic impact on the world - economically, socially, and politically. Amid this urban
experience, Special Olympics International is working to ensure that persons with mental
retardation will not be overlooked or neglected.
Special Olympics is an international program of year-round sports training and
competition for children and adults with mental retardation. Although Special Olympics
has grown tremendously over the past 28 years, serving' millions of athletes worldwide,
Special Olympics International has recognized that the opportunity to participate in
Special Olympics has been limited for a large segment of the population living in the major
urban communities of the United States and around the world.
In 1989, the Special Olympics Mega -Cities program was conceived. Its goal is to increase
sports opportunities for people with mental retardation living in densely populated
metropolitan areas through the direct involvement and participation of the families and the
political, business, church, school, and civic leaders of these communities. As a result,
the Miami "Mega -City" Special Olympics program was established in 1991.
The following facts highlight significant strides toward achieving mega -city goals.
• Registered over 3,000 mentally retarded participants
• Recruited and trained over 250 volunteer coaches
• Offered training and competition in 17 different •sports (athletics, bocce, cycling,
equestrian, horseshoes, roller skating, soccer, tennis, volleyball, aquatics, golf,
softball, basketball, bowling, gymnastics, powerlifting and Unified sailing.) Skill levels
include a wide spectrum of abilities ranging from MATP, individual skills, team sports,
Unified and masters ages 8 years old through adulthood.
• Trained and transported athletes to compete in sectional tournaments and state games
for Indoor, Spring and Summer seasons
• Conducted Area Games for Dade and Monroe Counties for Indoor, Spring and Summer
Games
• Ten athletes competed in the 1995 Summer World Games winning medals in golf,
Unified sailing, roller skating, gymnastics and powerlifting.
• Conducted successful Unified Basketball and Bowling Leagues in cooperation with
Dade County Public Schools
• Developed a cooperative working relationship with the Ladies Professional Golf
Association, WTA, the USTA and the Lipton Tennis Classic to provide support and
training of athletes
• Conducted numerous events designed to increase opportunities for socialization such
as the Lipton Tennis Clinic, Miami Heat half-time show, Hoop -It -Up, Sports Celebrity
Festival, Olympic Soccer
• First Special Olympics athlete to serve on Board of Directors for Florida Special
Olympics
• Registered over 3,500 volunteers all over Dade County to form the backbone of the
Miami "Mega -City" Special Olympics. Their contributions are as varied as their
backgrounds. They are called coaches, chaperones, administrators, foodhandlers,
fund-raisers, buddies, publicists, policy makers and trash collectors. Above all, they
are people who care, people who give and people who love. Special Olympics
volunteers love enough to give of themselves in order that mentally retarded children
and adults of Dade County have the opportunity to come together, participate in
