Foeman: The ent proposals for dividing our City in districts have Inherent flaws that wily leave without repress tation considerable number of citizens. i I have been thinking about this issue for quite some time, but it was not until yesterday evening that 1 came up with a concept that would provide representation to all the different groups in our City, if it Is constitutional. I have not had time to verify this. This pr osal is somewhat based in the way that we elect our Regional Directors and vote in our G ral Eiections at the American Institute of Architects. I have applied a similar reasoning to the City of Miami. Since. I understand that a Commission meeting has been scheduled for June 1, 1997 at 7:00 A.M., I qm sending to you and to the all the members of the Commission this proposal, with the request that it be placed in the agenda as an item of consideration.
