In addition to the new $1.50 per transaction for fingerprinting and application fees, they are now required to pay $253.00 to the Police Department as administrative fees for processing inspections and transactions. These Second Hand Dealers feel that these new fees are not only excessive, but they violate the rights of the individuals that do business with them. They want to stress the fact that they are not pawn shops. Attached please find a letter listing the numerous licenses now required to operate a business in the City of Miami and a comparison study with the city of Coral Gables showing that the first surpasses the last by a large margin. They have also compiled a list of business owners opposing these new fees. Thank you for your cooperation. cc: Elvy Alonso, Agenda Office k. Miami, April 23, 1997 ! Comm.Dr. Humberto Hernandez City of Miami City Hall Dear Sir: The Second -Hand dealers (Antique dealers) that have licenses to operate in the City of Miami are not in favor of ordinance # 11425. We feel that the polliee is being an obstacle because they are disrupting our business activities and they are performing a task that is not included in their line of police work. We Antique dealers are not pawn shops and we believe that the individual freedoms of the people who sell to us are being violated because they are being 1 forced to fill out applications and have their finger- prints taken. We are including copies of our most recent licenses and a comparative statement of the licenses, and charges of the City of Miami and the City of Coral Gables. Also, we are including a list of the people who are not in favor of ordinance # 11425. 1-Comparative Statement 2-Store names & signatures Copies: License -City of Miami 1994 Second -Hand dealers 1995 Occupational License 1996 Police -Fee 1997 Fire Department 1997 Certificate of Use 1996 Sample form, Pawn Form price list Letter City of Miami 1997 Ordinance No. 11425 Letter City of Miami -Transaction Fee 1997 Return -City of Miami 1997 7Yt►r ' ^ ~`^ . .. .
