Your interest in preserving this program was very encouraging. There are hundreds of Miami residents who want to have this program saved. 1 To that end, I have requested an appearance before the City Commission to have the matter discussed. The original appearance date requested was May 22, 1997. My letter of request is enclosed. The appearance date was rolled over to June 12, 1997 at 5:00 p.m. Last Friday, I found out by chance that the Commission meeting was moved from June 12, 1997 to June 9, 1997. 1 would like your assistance in seeing to it that the citizens' appearance before the City Commission on the curbside recycling issue be confirmed for June 9, 1997 at 5:00 p.m. Thank you in advance for your help with this matter. The key to encouraging pride in the City of Miami is to have a City that shows pride in itself by being clean. Crime ridden areas are filthy and the lack of recycling will negatively imppact and destroy the successes we have accomplished. The very accomplishments that many volunteers throughout Coconut Grove and other areas in the city have achieved by working together to clean up the neighborhoods, will be but footnotes in history as the City of Miami decays. If the symbols of success are not protected we will soon have piles of trash sitting on top of our parks. And if curtailed recycling and diminished Solid Waste services are the future we have to anticipate, than all the volunteer work, toward common goals to improve our quality of life, will be for nothing. Now that we are starting to make an impact with trees and swale beautification, all private funds, the idea of diminishing service to the community is simply cruel. Putting the obligation on the homeowner to deliver the recyclables effectively kills the program. We feel that this is a critical program to protect our South Florida environment. We realize that the City budget has to be reduced but feel that there are more feasible areas for reduction. South Florida's unique aquifer system poses particular problems for solid waste disposal - land fills are stretched to capacity and siting new locations will be nearly impossible. The marginal savings realized through discontinuance of this program is not in proportion to the benefits obtained by its continuance. Using the lowest common denominator as a standard for reducing the budget is not appropriate. Less advantaged voters may not see this as affecting themselves; however, they share the benefit equally. 'Decisions should be based on what is right and wrong for the present and future, not simply what is likely to offend a lesser number of voters. We are jomimig with the "Citizens for Recycling" and other organizations in their efforts I D maintain this service. It would behoove the City of Miami to keep a progressive profit and show concern for its citizens. Elimination of curbside recycling would bring M.ami back to the "dark ages" and certainly pose a problem for citizens who wish t) maintain an environmentally conscious approach to their living. We strongly believe in reducing, reusing, and recycling and those actions are baseline to protecting our environment. The litter that one encounters in Miami Is indicative of the need to rev up efforts in educating the public about our waste stream. It has never been easy to educate people on this subject and we cannot always control the market for recycled material. This, however, does not absolve government from promoting what is for the common good, long and short term. The composting project under the direction of Mr. Jackson should not be diminished in any way. All costs considered, the city has to save money with this activity; in addition, composting our yard waste is the best way to replenish soil. Please review your cuts in the waste department. We have always opposed burning and landfilling waste that could be reused and recycled. Full cost accounting of these disposal methods, considering the pollutants going into the air and earth should dictate that we recycle to the greatest degree possible. People do care about reducing our waste stream. So t.—y are starting a grass -roots effort to bring ,the program back for the 67,000 households it served. The newly formed group, "Cit- :izens for Recycling," is 'Joining forces_ with community groups citywide, circulating petitions and spreading the word that "recycling isn't just about 'money[' it's about. the environ- ment, family values and the future, said Frank Balzebre of the Cocoanut Grove Village Council. It is preparing a plan that out- lines ways to keep recycling and still save money. The cash -challenged city, pro- posed cutting the program by Oct. I as part of its financial recovery plan, to save $817,000 next year. Residents would drop recyclables at collection sites themselves, instead of having them picked up. Will Johnson of West Coconut Grove worries less people will recycle under the new plan. "There are people who don't have access to transportation and others who just won't make the time," Johnson said. "There are people who don't even recycle now. The'new plan is going to make it even harder." The group is tentatively sched- uled to present its plan at 5 p.m. during the June 12 City Commis- sion meeting. It will organize a blue bin protest, with families and children from local schools protesting with their recycling bins outside City Hall: There may be no need to worry, said Vice Mayor Tomas Regalado. The city may not have to cut the program, lie said. "We approved certain things because we needed to have the five-year plan on -time, but that doesn't mean that it's a definite plan," Regalado said. "Recycling is one of the things the city should revisit, along with every- thing that has to do with solid waste, .because those are the things. that we deal with daily." Residents of Morningside demonstrate a strong commitment to the current recycling program as evidenced by the large number of households who place their recyclables out for pickup every week. We strongly feel that if residents are asked to transport their recyclables to designated drop-off points, the number of households who participate in recycling would be drastically cut. We further believe that eliminating the cur vnt program sends the wrong message to our community about our commitment to the environment.
