SUBJECT :Authorizing a Lease Extension for
Neighborhood Jobs Program

It is respectfully recommended that the City Commission authorize the Office of Asset Management
to negotiate an extension of the current Lease Agreement, under the same terms and conditions,
between the City of Miami and Bayview Associates Inc., for the purpose of leasing 6,164 square feet
of office space at the Dupont Plaza Center, for a term of six months, at a rental rate of $11.00 per
square foot for a monthly rent of $5,650.33, and a total amount of $33,901.98, which includes thirteen
(13) parking spaces in the Dupont Plaza Parking Garage and to authorize the Department of
Purchasing to approve monthly payments due under said extension. This office space would be
occupied by the Neighborhood Jobs Program.
BACKGROUND:
The City has continued leasing space at the Dupont Plaza to house the Neighborhood Jobs Program.
The Division provides employment and training and support services for our economically
disadvantaged citizens. With the new welfare reform legislation the numtlers of those to be served has
increased dramatically. It has been our intent to establish at least two offices for the Neighborhood
Jobs Program in the Model City area and in the Little Havana area, to better serve those residents being
impacted by welfare reform and economic depression. For this reason this Division was not scheduled
to move into the Miami Riverside Center (MRC). Initial plans were to move the Division to the North
District Police Sub Station in Model City and find an equally suitable space in Little Havana by the
spring of 1997. For a variety of reasons these plans have not materialized. As you are aware the
Neighborhood Jobs Program will be administering the Summer Youth Employment and Training
Program for 381 disadvantaged and at -risk youth. This program involves additional staff and a very
tight schedule of activity for the duration of the program which begins May 1, 1997 and ends in late
August, 1997. A move during the operation of this program would be very disruptive in administering
the Summer Youth Program in addition to the Division's on -going services.
We are continuing our efforts to identify suitable locations in Model City and Little Havana. It is our
plan to have those spaces secured by early fall so that the move can begin and be completed to both
locations before the end of this calendar year.

All costs associated with this requested extension will be paid from grant income sources
requiring no General Fund contribution.
The extension of the lease through December of this year will ensure that the Division can continue
to provide services to our most needy citizens while making plans for an orderly re -location. Funds
in the total amount of $33, 901.98 will be allocated from 23rd Year Community Development Block
Grant funds administered by Neighborhood Jobs Program, Index Code 452363, Project Number
799626, for payments due under this Lease Extension Agreement.
