By way of background, in 1995, Ordinance No. 9993 amended Zoning Ordinance No. 9500 to provide that outdoor advertising signs would be permitted within 600 feet of the westerly side of I-95 or other expressways westerly of I-95 to a maximum height of 65 feet, spaced 1,500 feet apart and facing the expressway. By Motion 85-540, May 23, 1985, the City Commission requested the Planning Department to initiate the requisite amendments limiting the number of said outdoor advertising signs to ten (10), reducing the eligible width from 600 feet to 200 feet and prohibiting such signs east of I-95 (see Attachment A). Ordinance No: 10037 adopted September 12, 1985 incorporated these amendments. Nine (9) signs were subsequently permitted and erected. At the City Commission meeting of March 13, 1987, the Commission heard a proposal for a tenth (10te) sign. Following the discussion, a motion was made and passed which limited the number of signs in the City of Miami to nine (9). Subsequently, Ordinance No. 10360 amended Zoning Ordinance No.9600 to delete the tenth (W) sign in favor of allowing only nine (9) signs to be erected in the City of Miami (see Attachment B). In 1990 with the adoption of the new Comprehensive Zoning Ordinance 11000, all legislation pertaining to the existing permitted nine (9) outdoor advertising signs was deleted (see Attachment Q. Therefore, all nine (9) existing signs become non -conforming uses. This action was taken without the input or knowledge of the advertising industry. Except as otherwise provided in section 926.15.1, outdoor advertising signs may be erected, constructed, altered, maintained or relocated within six hundred sixty (660) feet but no nearer than two hundred (200) feet of any limited access highway in- cluding expressways as established by the State of Florida or any of its political subdivisions, provided that such sign faces are parallel to or at an angle of not greater than thirty (30) degrees with the centerline of any such limited access highway and faced away from such highway; subject to the height limitation in the zoning district. 92615.5. Limitations on spacing of outdoor advertising signs in relation to federal -aid primary highway systems. Outdoor advertising signs shall be spaced a minimum of one thousand (1,000) feet from another sign, or an approved location, on the same side of a federal -aid primary highway. 926.15.4. Landscaping. All outdoor advertising sites shall be appropriately landscaped as follows: One (1) shade tree for the'first five hundred 15011 square feet of site area and one (1) side shade tree for each additional one thousand (1.000) square feet or portion thereof of site area; the remainder of tho site area shall be landscaped with equal •,:•..
