I have been talking with Mr Elbert Waters of NET regarding the sale of 5 lots by the City of Miami to our group with the condition that we turn them over to Habitat for Uumanity so that five Habitat homes could be built in the Brownsville area for .low income fam.ilys. The resolution originally approved the sale of the lots to Habitat but Habitat did not have the funding ready at that time. BACKGROUND: At the May 1, 1995, City Commission meeting, the City Commission, through Resolution No. 95-302, approved in principle, the designation of Habitat For Humanity of Greater Miami, as sponsor to, under the development of five (5) new single family homes on five (5) parcels of vacant land currently under City -ownership in the Model City neighborhood. The aforementioned resolution required that final designation of Habitat For Humanity of Greater Miami as project sponsor, would be predicated upon the submission within twelve (12) months, from the date of said resolution, for the City Administration's verification and the City Commission review and approval of the following condition: 1) Submission of final project plans and specifications, construction and permanent financing, and construction schedule to be submitted within twelve (12) months from the adoption of Resolution No. 95-302. To date, the aforementioned condition has not been met by Habitat For Humanity of Greater Miami and the time -frame established has since expired. RECOMMENDATION: Due to the need for affordable housing in the City, it is recommended that the City Commission approve a twelve-month (12) extension to Habitat For Humanity of Greater Miami, for the development of the five (5) City -owned parcels located in Model City. `S. Honorable Mayor and Members of the City Commission Page 2 It is further recommended that seventeen thousand, four hundred and thirty ($17,430.00) be established as the reimbursement amount to be paid to the City by Habitat For Humanity of Greater Miami, for the subject City -owned parcels, which represents fifty percent (50%) of the City's cost for the site acquisition. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The designation of the Habitat for Humanity of Greater Miami, a not -for -profit corporation, as sponsor to undertake the development of five (a) new single family homes affordable to families and individuals of low and moderate income on several City -owned vacant parcels located in the Model City neighborhood (more particularly and legally described on Exhibit A", attached hereto and made a part hereof), is hereby approved, in principle, subject to said corporation providing evidence acceptable to the City of firm commitments for project construction and permanent financing. Section 3. The Habitat for Humanity of Greater Miami is ' hereby directed to prepare and finalize project plans and specifications, construction and permanent financing, and construction schedule which shall be submitted within twelve months of adoption of this Resolution for final consideration and approval by the City Commission.
