Warshaw Chief of Police DATE: APR 2 4 199 FILE: SUBJECT: Personal Appearance Item for City Commission on 5/8/97 REFERENCES:Clty Manager Tickler #97 ENCLOSURES: On April 21, 1997, a meeting was held with Mr. Thelbert Johnakin regarding his request for a personal appearance at the next City Commission meeting. Mr. Johnakin stated that he will be discussing the following concerns relative only to the Model City Area: CONCERN: A request for more police officers in Model City. RESPONSE: It, -was agreed that more officers are needed not only for the Model City Area, but for the Police Department in general. The Police Department is aggressively seeking to hire qualified police candidates. When additional officers are hired, the staffing issue in patrol will be reevaluated.. Currently, there are forty-five (45) positions for Police ;Officers assigned to the Model City Area. Six (6) positions are currently vacant. The following is a breakdown by assignment: 2 - NRO's 38 - Zone 5 Beat 45 Total positions A breakdown of the six (6) vacant positions are: 2 - vacant pending the assignment of additional officers to Field Operations Division. 3 - vacant due to injuries. 1 - officer administratively reassigned pending disciplinary actions. As it relates to the daily staffing of the Model City Area, it is the responsibility of the Field Lieutenant. The Field Lieutenant is required to check the daily attendance sheets of each District and ensure appropriate deployment of patrol personnel. If the Model City Service Area experiences a shortage of personnel, the Field Lieutenant is required to do one or a combination of the following: i 1. Assign officer(s) from another service area within the District. i 2. Assign officer(s) from another District. i 3. Call officer(s) to work in an overtime capacity. CONCERN: Delays at the motor pool in the repair of police vehicles. RESPONSE: This concern no longer exists. In the past, there were problems with the motor pool as it relates to the timely repair of police vehicles. Mr. Johnakin has been asked on numerous occasions to contact the North District Major regarding police related issues, prior to going before the City Commission.
