Unfortunately, I only found out recently that the Hearing was scheduled for Thursday April 10, a day on which one of my responsibilities requires me to be present in Tallahassee. As some of you may know, I am Chairman of the Florida Prepaid College Program (in which there are presently enrolled over 425,000 children residing in the State of Florida). The Florida Prepaid College Program's regular quarterly Investment Committee Meeting, and Board of Directors Meeting are scheduled to be held on Thursday, April 10th. The date of the meeting has already been published, according to the Statutory requirements of the State, and therefore, the date could not be changed. A brief history of Temple Israel is included in the material I have furnished to Commissioner Hernandez. Hopefully, you will look favorably upon this request, in behalf of the many hundreds of families who are members of Temple Israel, one of the oldest Reformed Congregations in the State of Florida. The Roster of Membership of Temple Israel includes some of the most prominent names associated with Dade County, for many, many years. Founded in May, 1922 as Miami's first Reform Jewish congregation, Temple Israel of Greater Miami will be kicking off its 75th Anniversary Year on May 16, 1997. Ground -breaking ceremonies for our current sanctuary located at 137 Northeast 19th Street took place on May 1, 1927. The desirability of our Nineteenth Street location has been debated many times since the 1927 ground breaking. Indeed, throughout each decade of Miami's development, the Temple's history notes that as Miami grew and the population began to move into suburban areas, Temple Israel's congregation debated whether to remain in the central city. These debates really grew when the area around the Temple began to deteriorate residentially, and urban blight, from which we are yet to recover, set in. In large part, the congregation has remained on Northeast Nineteenth Street in the central city of Miami in order to serve as the congregation for all of Greater Miami because of Temple Israel's philosophy that men and women of every faith, race and nation must labor together to improve society and to establish justice and peace. The congregation, its clergy and members hav,, been and remain leaders in the Greater Miami community on th-i various issues that Miami has faced over the years and have workei tirelessly to advance civil rights for all residents, improves ethnic relations, rid the area of urban blight and to be a force for urban renewal, enhance educational services, improve nutrition and services to those at the poverty level and to the homeless, build interfaith relations between all faiths and to provide--t religious presence in the urban center through Faith In The Ciit�,r and to be a center of reconciliation and hearing for Miami'3 disparate communities. You and the City Commission should be aware that, because of bt. decision to remain downtown, a substantial number of the membersh.i_ of the Temple was lost. Many congregants expressed fear in comin— to the Temple for Sabbath Services Friday evenings and Saturdf mornings. The City and the School Board have always been supportive of Temple Israel and the role in which we played and continue to play, in making the downtown area of Miami a desirable place to congregate. When the decision was made to begin our current renovation, I personally met with your then Mayor, Steve Clark. I must tell you that the Temple was greatly influenced by Mayor Clark, to stay or. Northeast Nineteenth Street. The Mayor personally gave me the assurance of the City of Miami's cooperation in regard to the ability and need to close off Nineteenth Street, to ensure Temple Israel a more secure, campus like setting. Having been a member of the Performing Arts Center Board, the Mayor and other members of the City Commission, and myself were convinced that the area surrounding the location of the Temple would be revitalized, once the concept of the Performing Arts Center was approved and that the dream of such a Center was to become a reality. Temple Israel's survival is dependent upon the safety of our congregants and the urban revitalization of our general geographical location. The particular holidays and times that Northeast Nineteenth Street needs to be closed would be as follows: ONCE A YEAR: Rosh Hashanah Erev Rosh Hashanah Rosh Hashanah Morning Yom Kippur Kol Nidre Yom Kippur WEEKLY: Friday evenings Sabbat Services and Dinners Saturday mornings Shabbat Services 5:00 p.m. - 10:30 p.m. 9:00 a.m. - 2:00 p.m. 5:00 p.m. - 10:30 p.m. 9:00 a.m. - 9:30 p.m. 6:00 p.m. - 9:30 p.m. 9:30 a.m. - 12:30 p.m. Sunday mornings Sunday School 9:00 a.m. - 2:00 p.m. (Hebrew Classes end at 2:00) 9'7- 295 Commissioner Humberto Hernandez April 4, 1997 Page 3 There will also be other days that the street should be closed in the future, such as Passover, large funerals, large weddings, and other such type of receptions. All other times, Northeast Nineteenth Street can be kept open for vehicular and pedestrian traffic.
