CITY CLERK'S REPORT
MEETING DATE: April 8, 1997
Note for the Record: Mayor Carollo indicated that the City of
Miami may have to recruit some of its colleagues from
Metropolitan Dade County to assist with lobbying the State
legislature in connection with a proposed hotel and dining tax.
Direction to Administration: by Mayor Carollo to have media
coverage regarding the City's financial recovery effort; further
requesting the Manager to identify most articulate staff who
can represent the City's point of view and let the public know
the truth about the City's finances and also what the City
Commission has been able to accomplish.
Note for the Record: Mayor Carollo requested of each
Commissioner to bring some concrete ideas back that show by
line item where it is proposed that they can bring new revenue
sources to the City of Miami within the next five months,
Direction to Administration: by Commissioner Hernandez to
meet with the Commission, residents, landowners and tenants
to consider proposed recovery alternatives, including an
increase in solid waste fees; property taxes, cutting police and
fire, as well as the fire assessment fee; also further requesting
of the State of Florida Financial Emergency Oversight Board to
grant the City a little more time for submittal of its five year
recovery plan.
Direction to Administration: by Commissioner Plummer to have
each and every department head come back as soon as
possible with a 10 percent across the board cut, inasmuch as
there is a public perception that there are not enough cuts;
further stipulating in the alternative to raise the garbage fee by
20 percent and reduce the fire fee by 20 percent.
Note for the Record: Mayor Carollo stated that nonprofit
organizations will have to pay their fair share of taxes.

FINANCIAL EMERGENCY OVERSIGHT BOARD TO GRANT
THE CITY OF MIAMI A 45 DAY EXTENSION (FROM APRIL
15, 1997 TO MAY 30, 1997) TO PRESENT ITS FIVE-YEAR
FINANCIAL RECOVERY PLAN IN ORDER THAT THE CITY
OF MIAMI MAY ATTEMPT TO FIND OTHER OPTIONS TO
THE PROPOSED FIRE ASSESSMENT FEE.

Note for the Record: Mayor Carollo stated that the
Commission was to meet with the Administration, prepare their
respective ideas in draft form and forward same to the City
Manager; further stating that the Commission will explore more
closely the issue of departmental efficiencies at the April 14,
1997 Commission meeting.
Note for the Record: Vice Mayor Regalado suggested having
a lottery process for the selection of departments to be
reviewed by Commissioners.
