HomeMy WebLinkAboutCC 1997-04-02 City Clerk's ReportCITY CAE MIAMI CITY CLERIC'S REPORT MEETING DATE: April 2, 1997 AG 2 Note for the Record: Commissioner Carollo requested representative(s) present in connection with opposition to state proposed legislation to create a Miami River Authority to designate three or four key persons to meet with City staff to discuss matters pertaining to the Miami River; further requesting of said representatives) to send their names to the City Manager. AG 2 A RESOLUTION EXPRESSING THE MIAMI CITY COMMISSION'S OPPOSITION TO THE CREATION OF A STATE OF FLORIDA MIAMI RIVER AUTHORITY CURRENTLY PROPOSED FOR CONSIDERATION IN THE STATE LEGISLATURE; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED OFFICIALS. AG 2-A A RESOLUTION RELATED TO THE COCONUT GROVE BED RACE TO BE CONDUCTED ON MAY 18, 1997, BY THE MUSCULAR DYSTROPHY ASSOCIATION; AUTHORIZING A ONE -DAY PERMIT FOR THE SALE OF BEER, WINE AND FROZEN TROPICAL ALCOHOLIC DRINKS IN THE AREA DURING SAID EVENT, SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW; CONDITIONING ALL APPROVALS AND AUTHORIZATIONS GRANTED HEREIN UPON THE ORGANIZERS: (1) PAYING FOR ALL OTHER NECESSARY COSTS OF CITY SERVICES AND APPLICABLE FEES ASSOCIATED WITH SAID EVENT; (2) OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE; AND (3) INSTITUTING AN IDENTIFICATION PROGRAM TO ASSURE THAT ONLY THOSE INDIVIDUALS OVER THE AGE OF TWENTY-ONE MAY PURCHASE ALCOHOLIC BEVERAGES. AG 6 Direction to the Administration: by Mayor Carollo to inform the Commission as soon as possible of the balances remaining in all of the prior year Community Development Block Grant account codes. AG 6 Direction to the Administration: by Commissioner Plummer to not fund any of the community based organizations who were recommended to do commercial facade/economic development projects and did not fulfill their commitments regarding same. PAGE NO. 1 R 97-267 MOVED: CAROLLO SECONDED:GORT UNANIMOUS R 97-268 MOVED: PLUMMER SECONDED:HERNANDEZ UNANIMOUS CITY OF MIAMI CITY CLERK'S REPORT MEETING DATE: April 2, 1997 AG 15 Direction to the Administration: by Vice Mayor Regalado to negotiate with the Miami Yacht Club a fair market value return for the City owned facility located at 1001 MacArthur Causeway Miami, Florida on Watson Island; further requesting of the Miami Yacht Club to earmark certain activities for City residents; further instructing the City Manager to direct City staff to compare wet/dry slips at said location with those of Dinner Key Marina, then come back to the Commission with a recommendation. AG 14 Note for the Record: Commissioner Plummer requested a report on possible loss of revenue from City charging fire fee instead of the proposed garbage fee increase; therefore, clarification was requested of the administration as to its intention to ever again impose on single family homeowners an increased garbage fee, even if the City pursues privatization initiatives or in-house measures. AG 14 Note for the Record: Vice Mayor Regalado stated that the people who will be most hurt by a proposed fire fee are those living in apartment buildings; further stating that the City administration must consider many factors that the City cannot control when proposing that the FY '98 budget will be predicated on a fire fee. AG 14 Note for the Record: Mayor Carollo stated that he will be providing to the Administration in the near future a potential new recurring annual revenue source which should amount to approximately $800,000. AG 14 Direction to the Administration: by Mayor Carollo to accept suggestions as to new revenue sources to address the projected $16,872,525 deficit for FY '98 (including exploring having the City become a direct recipient from an extra penny from the Hotel Bed Tax). AG 14 Direction to the Administration: by Mayor Carollo to provide the Commission with a weekly report on how many tons of trash the City of Miami Department of Solid Waste is picking up and disposing since the beginning of the year. AG 14 Note for the Record: Commissioner Plummer stated that there is much illegal dumping being done after hours; reiterated that it is the responsibility of property owners to cart debris away from lots. PAGE NO. 2 CITY OF MIAMI CITY CLERK'S REPORT MEETING DATE: April 2, 1997 AG 14 Direction to the Administration: by Mayor Carollo to have staff meet with representatives of the Laborers' International Union of North America (LIUNA) for the purpose of having them provide recommendations on what they can do to address present problems existing in the Solid Waste Department, including suggestions for management efficiency. AG 14 Note for the Record: Mayor Carollo requested Commissioner Hernandez to meet with the City Manager to express his feelings regarding the issue of privatization of garbage and trash collections, auditing initiatives regarding private sector collections, a proposal to assemble a committee comprised of one member to be appointed by each member of the City Commission; further requesting that Commissioner Hernandez bring back recommendations to the Commission regarding same. AG 14 Instruction to the City Manager: by Mayor Carollo to direct staff to provide the Commission with a civilian personnel report for Police and Fire Departments, including position number, title, employee name, salary, Civil Service status, union status. Furthermore, include in said report all police personnel with the rank of major and above. PAGE NO. 3 AG 14 A MOTION STATING THAT THE PROPOSED FIRE FEE AS M 97-278 PRESENTED BEFORE THE CITY COMMISSION TODAY, IS MOVED: PLUMMER UNACCEPTABLE AS PART OF THE FIVE YEAR FINANCIAL SECONDED: REGALADO RECOVERY PLAN. UNANIMOUS AG 14 Direction to the Administration: by Commissioner Plummer to receive as quickly as possible a report with a column on the left of the page listing all fees now being charged to City residents and businesses. Commissioner Plummer further requested a report from City consultants who assessed proposed fire -rescue services fees, explaining how fire fee has been applied in other municipalities where said fee is in existence. Note for the Record: Mayor Carollo scheduled a special Commission meeting for Tuesday, April 8, 1997 at 9 a.m, in connection with proposed fire year financial recovery plan for the City. CITY OF MIAMI CITY CLERIC'S REPORT MEETING DATE: April 2, 1997 AG 14 Direction to the Administration: by Mayor Carollo to have the City Manager meet with union representatives to discuss the financial recovery plan. Direction to the Administration: by Commissioner Plummer to be given a status report on City's attempts to have court assess guilty parties for the cost of police overtime in drinking under the influence cases (DUI) when police presence is required during court cases; further instructing Manager to direct Miami Police Chief to talk to City legislative consultant in Tallahassee regarding pending State legislation in connection with reimbursable expenses. PAGE NO. 4 N/A A MOTION EXTENDING A PERIOD OF 30 DAYS FOR THE M 97-279 NEGOTIATIONS BETWEEN THE CITY OF MIAMI AND MOVED: PLUMMER METRO-DADE COUNTY IN CONNECTION WITH THE SECONDED: GORT MARITIME PARK. UNANIMOUS Direction to the Administration: by Vice Mayor Regalado to look into the disproportionate amount of money that the City pays to the County without receiving just compensation back to the City. r NOTE: AS DULY NOTED ON THE HEREIN AGENDA AND CITY CLERK'S REPORT, WHICH CONSTITUTE A JOURNAL OF CITY COMMISSION PROCEEDINGS, THE "UNANIMOUS" NOTATION NEXT TO THE VOTE ON EACH AGENDA ITEM MEANS THAT ALL FIVE CITY COMMISSIONERS WERE PRESENT AND VOTED "AYE" ON SAID ROLL CALL VOTE. NEGATIVE VOTES, PHYSICAL ABSENCE OF A COMMISSIONER OR ABSTENTION FROM VOTING BY A COMMISSIONER, IF ANY, IS ALSO DULY REFLECTED IN SAID VOTE.
