Williams Assistant City Manager CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: FEB 8 FILE SUBJECT: Discussion of Solid Waste Service Levels REFERENCES: ENCLOSURES: Pursuant to the City Commission's directive to schedule a discussion of Solid Waste service levels, following is a brief outline of same for your information. Residential Service The Solid Waste Division currently provides twice per week curbside garbage collection, once per week curbside trash collection, once per week recycling collection and four (4) scheduled bulky waste collections to approximately 62,500 residential units, 1-4 units in size. Special yard or porch collection is provided to over 1,000 elderly and infirmed residents unable to bring the material to the curb. Street Cleaning Approximately 20 miles of commercial corridors are swept nightly, seven (7) nights per week utilizing three (3) hand held blowers for cleaning sidewalks of litter and debris and three (3) to five (5) mechanical sweepers for removing this and other debris from the streets. This section is also responsible for servicing over 400 litter containers placed throughout the city on sidewalks on a daily basis. It should be noted, however, that there is no absence replacement staff available to the night crew and, therefore, because of planned, i.e. vacation and unplanned, i.e. sick "or emergency leave staffing is often short, negatively impacting on the full delivery of this service. City Office and Facility Service Roll -off containers and dumpsters from all city offices, facilities and program operations locations are serviced by schedule and on demand by a limited crew, two (2) drivers and two (2) workers, available on a daily basis. This service would be greatly improved through the replacement of the many worn and damaged containers which are currently being used. Edward Marquez Page 2 FEB 61037 Special Collections Solid Waste is also responsible for the removal and disposal of illegally dumped waste, including tires, from city rights -of -way. Previously done on demand, the division has reorganized its trash collection service provision to collect these materials separately so as to track both the cost associated with this service and the revenue generated as a result of code enforcement fines which are levied by inspectors when responsibility can be identified. Dead animal collection, not specified in our code, but performed for years requires a Waste Collector and pickup truck because of the unpredictable nature of the demand for this service. Solid Waste is responsible for the cleanup of over forty-five (45) special events throughout the year. Equipment and manpower demands vary according to the event. A part of our reduction plan includes the elimination of waivers of the costs associated with this aspect of service. Public Works conducts the tree trimmings on city rights -of -way and Solid Waste is responsible for the collection and disposal of this material which we take to Virginia Key for composting at a lesser cost. Finally, the Division is responsible for cooperating with NET and neighborhood organized cleanups of illegally dumped material, including much that should be paid for by owners of buildings utilizing private hauler services. Although manpower shortages and the inability to pay overtime for participating in these events have reduced our participation to the collection and disposal of the material, tipping fee costs can become significant and should not be borne by the city. 4It�..a.
