PRESENTED ON BEHALF OF THE HAITIAN COMMUNITY
We thank you for giving us the opportunity to address the City Commission. My
name is MARLEINE BASTIEN. I am speaking for the Haitian Community trying to
keep the Caribbean Marketplace as a Community Cultural Center.
As you are well aware, The Honorable Judge David Tobin gave control of the CMP
to the City of Miami that decided to auction this building. A date is set for January 23,
1997 at 9:30 a.m...
The Community is indignated and this subject is still dominating the Haitian media.
We see this as an opportunity to rebuild the CMP and pert it to the service of the com-
munity.
In 1992, when we realized that the Haitian Task Force no longer existed we made a
proposal to the City, The City of Miami did not respond then because it did not have
control of the CMP. You have the opportunity to boost the Haitian pride by letting us
rebuilt the CHIP or destroy the only symbol of Haitian efforts in Little Haiti.
The Caribbean Marketplace is much more than a building to our community. It is part
of our culture and is our pride. It is a part of Lis. An American Engineer who lived in
Haiti, fell in love with the Iron Market in Port-au-Prince. He transported the blueprint
to the magic City, built the Caribbean Marketplace as Haitian culture's contribution to
the diversity of Miami.
The CMP is located in the heart of little Haiti. It won:
1. The American Institute of Architects Honor Award in 1991(First Building in South
Florida ever to receive this award).
2. In 1990, the Architectural Record in The Public Interest Award,
3. The Florida Chapter of American Institute of Architects Award for "Excellence in
Architecture.
4. The City of Miami Committee on Beautification and Environment 'Building of the
month Award"
5. The Miami Chapter of American Institute of Architects Award for "Merit for De-
sign" 1999.
These recognitions made all Haitians proud. We are proud of the CMP. Do not
take our pride away from us. Besides the importance described above, the CMP has an
important social value that we will expand when you let us run the CMP.
Community Meeting Place. Haitians and their foreign friends meet to talk about ev-
erything and anything. They debate current events and other political, social or finan-
cial issues.

Physical Education Center. Three years ago, Mr. Guy Altide started karate classes in
the CMP. This dedicated gentleman drives from Pompano Beach every week end to
teach karate to children of the community. He is a role model and mentor to 50 kids.
Through this martial art, these children ]earn team work, discipline and strengthen their
character. We need this in our- Community. Tile parents in the community are very sup-
portive of his initiative as they noted perceivable behavioral changes in their children
who enrolled in these classes. We would like to expand this program to accommodate
more of our children. Last year they won first place in several tournaments.
Night School and Citizenship Classes. Literacy classes will be provided to adult
Haitians who are eager to contribute to our society. People who have successfully com-
pleted these classes now function in our society: read newspapers, fill an application,
get their driver's license and conduct their own business without being a burden to the
community.
Art Gallery and Studio. Haitian artists expose their arts, crafts and paintings at the
Caribbean Marketplace. This activity brought National and International attention to
Little Haiti. Dignitaries such as Attalah Chabbaz, Rex Nettleford from Jamaica Univer-
sity, Cecile Tyson, Chris Nissen, the Minister of' Economic Affairs of Nelson Mandela's
Government came to Miami under the invitation of Chairman Arthur Teele in a pro-
gram called "Echoes of Change." These dignitaries were guests of the Caribbean mar-
ketplace.
Touristic Site. The Caribbean Marketplace connects Little Haiti to the rest of the
world. It is the only tourists' attraction in Little Haiti. Thanks to this structure, visitors
of Miami learn about the Haitian culture, and have the opportunity to get Haitian
books, arts and paintings; also, get a taste of our delicious tropical drinks.
Historic Site. Students from all educational institutions visit the CMP to learn about
the Haitian culture. They come to do all kinds of research on Haiti. Area schools bring
students for field trips and summer camp.
We are asking you to stop the action to be held on January twenty third nineteen
ninety seven and to do your utmost best to help the Haitian community keep the Carib-
bean Market place because of its social, cultural and historic values.

THE PLAIN
The objectives will be to:
1. Save the cultural and historical values of the Caribbean Marketplace.
2. Keep our youngsters off the streets.
3. Create new jobs in the community
4. Provide a management team to assure that the CMP would meet its financial obli-
gations.
5. Obtain financing
We will convert the building into a Recreation Center. Our artists and others
from several disciplines will receive formal training and improve their skills. Our
youngsters will End a place to do their home work after school and receive the proper
assistance from qualified teachers and develop some skills. The plan will include the
following:

Dear Commissioners, one day in 1990, some of you had signed a resolution to
help the Haitian Community with this pilot project. Do not take it away from us.
Sosyete Koukouy is a well-known Cultural non-profit organization 501-C3, founded in
1986. It has a Track record and has proven itself in this community. SOSYETE
KOUKOUY WITH THE HELP OF THE HAITIAN COMMUNITY would turn this
place into one of the best Recreation Centers in Miami. We urge you to reconsider and
turn the Marketplace over to our community which will be the beneficiary of a variety
of programs mentioned above. Attached you will find the first year budget with a net
profit of over $14.200. Thank you very much. I

the Sosyete Koukouy is a literary and cultural organization with roots in a national
WHEREAS:
movement established in Haiti in December of 1965, to promote the use of Creole as
the national language of that nation, and
WHEREAS, The Miami Chapter was founded in 1985 and since that time has been the center of
Creole artistic and cultural presentations here in south Florida, and
WHEREAS: On November 20, 1994, the Chapter presents D-P-M Kannte "The Plight of 400 Haitian
Refugees on the High Seas", and
WHEREAS: This play, written and directed by Jan Mapou, touches upon the socio-political
issues confronting the people of Haiti in a thought provoking fashion and features
a cast over over 30 performers, and
WHEREAS: Metropolitan Dade County wishes to recognize all those associated with this
important expression of the indomitable human spirit, and to commend the Sosyete
Koukouy for its superlative contributions;
NOW, THEREFORE: BE IT RESOLVED THAT I, ARTHUR E. TEELE, JR., CHAIRPERSON, ON BEHALF OF THE

Sosyete Koukouy is a cultural organization, founded in 1986 in
Miami_ We have fifty active members from all etnic groups.
At present time we are a permanent resident at the Model City
Cultural Art Center. We have a Board of fifteen members.
We have five sections: drama, music, dance, literature and radio
1 program. We participate in all community events.
