Marketplace locatcd. at 5925 NE 2 Avo.:w Lit& Haiti.
Tku City of Miami is seeldng to foreclose this property and put it on public
Auction after the Court hearing scheduled for Thursday December 19, 1996.
One of our requests is for the City of Miami to postpam the foreulusure sale
date until we can come before, the co.t wissiun with a plan.
Therefore, we are requesting an appearance before the City Commission in
its next Commission Meeting scheduled for January 9, 1996 to discuss our
plan to keep the Haitian Marketplace for our community.

A meeting pertaining to the Haitian Marketplace was held on Tuesday, January 7, 1997
with Mr. J.M. Denis, Mr. Justin Manuel, Mr. Jean LaFortune, Ms. Marlene Bastien and
Mr. Ernst Mirville, representatives frown the Haitian Community. They said that they
spoke on behalf of the Norr-.Profit Connnunity Organization called "SOSYETE-
KOUKOUE " The "SOSYETE-KOUKOUY" organization representatives said that this
site is the only cultural site for the Haitian Community and they are interested in
working with the Cite of Miami to keep the Caribbean Marketplace from being acquired
by the private sector.
The building is scheduled for public auction orr .lanrcary 23, 1997. The City of Miami
can take part in this bid up to $302,000, without actually paying any money (the City and
State mortgage on the property gives the City an automatic bid). Currently, the property
does not belong to the City; however, if no bid in excess of the City and State bid is
received, the property will be legally turned over to the City.
The "SOSYETE-KOUKOUY" organization requested a personal appearance with the
Hopeful intentions of working a deal out to keep the site for the Haitian Community.
However, their financing sources are unsure at this time.
RECOMMENDATION
Due to the fact that only after the property is turned over to the City of Miami can any
negotiations take place with any group, the Administration recommends that no action
takes place until such time as the city obtain: control of the Haitian Marketplace
property.
