Ferrer, President of the Cuban Pilot Association, be allowed to make a personal appearance at the Jan. 16, 1997, City Commission meeting. M.I.A. is the only airport in the United States designated as an international airport. By virtue of this fact, Miami International Airport is also the only airport in the United States that permits certain aircraft with piston engines (DC-4, DC-6, DC-7, C-46, C-240, L-1049, etc.). However, aircraft departure and arrival patterns are not designed to accommodate the residents who live in the vicinity of the airport. Furthermore, recent events confirm the potential for tragedy created by the utilization of runways that are proximal to residential areas. At least two runways at M.I.A. (912 and 431), fall into this category. Therefore, in the interest of safety and welfare, we must urge the Federal Aviation Administration and the Dade County Commission to restrict the operation of runways 12 and 31 for takeoffs and landings between the hours of 2300 - 0700 on Mondays - Saturdays, and 2300 - 0800 on Sundays. 1 9 i - 23
