RESOLUTION NO. -1219
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
AS MEMBERS OF THE CHARTER REVIEW AND REFORM
COMMITTEE FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Victor De Yurre is hereby appointed as the
Co -Chairperson of the Charter Review Committee ("Charter Review
Committee) by the Commission at -large, for a term which shall
expire in ninety days, which time may be extended by the City
Commission, if necessary.
Section 2. The following individuals are hereby
appointed as members of the Charter Review Committee, each for a
term which shall expire in ninety days, which time may be
extended by the City Commission, if necessary:

RE: Charter Reformation
This memorandum is being distributed at the request of Commissioner Arthur E. Teele,
Jr., for discussion at the city commission meeting of November 17, 1998. Commissioner Teele is
asking the City Commission to consider a Charter Reform Special Election, which will be held at
a time to be decided by the City Commission at a special commission meeting held at a later date,
and direct the City Attorney to further develop and refine the following questions:
A. SHALL THE CHARTER OF THE CITY OF MIAMI BE AMENDED TO
PROVIDE FOR A COMPTROLLER GENERAL APPOINTED BY AND
REPORTING DIRECTLY TO THE CITY COMMISSION AND WHOSE DU77ES
SHALL INCLUDE THE INVES77GAT70N OF WASTE AND FRAUD IN CITY
OPERA77ONS; WHO SHALL HAVE SUBPOENA POWERS, WHO SHALL
PROVIDE AN ALTERNATIVE BUDGET TO THE BUDGET PRES,EN7ED BY
THE CITY MANAGER WHICH ALTERNATIVE BUDGET SHALL PROVIDE
FOR THE LOWEST POSSIBLE MILLAGE RATE TO CARRY OUT CITY
FUNCT70NS?
B. SHALL THE CHARTER OF THE CITY OF MIAMI BE AMENDED TO
PROVIDE, C0A1WENCING IN NOVF.MBER, 2001, FOR: (1) A SEVEN-
AMWBER SINGLE MEMBER DISTRICT COMMISSION WITH BOUNDARIES
DELINEATED BY THE COMMISSION AND ELEC77ON OF TWO
ADDI77ONAL COMMISSIONERS; (2) A FOUR YEAR PROHIBIY70N ON
INCREASING THE COtLMSSION'S AGGREGATE OFFICE EMPLOYEE
BUDGET ABOVE THE 1995 LEVEL, EXCEPT FOR COST -OF -LIVING
INCREASES, (3) U77LIZ4T70N OF A STATUTORY FORMULA FOR
COMMISSIONER'S ANNUAL SALARIES, THEREBY INCREASING SAME,
FROM $5, 000 TO $18, 971 ?
C. SHALL THE CHARTER OF THE CITY OF MIAMI BE AMENDED TO
INCREASE THE MEMBERSHIP OF THE OFF-STREET PARKING BOARD
FROM 5 TO 7 MEMBERS, THE TWO NEW MEMBERS TO BE COMPRISED
OF. (1) THE MAYOR WHO SHALL BE THE BOARD'S CHAIRPERSON, AND
(2) AT THE CITY COMMISSION'S DISCRETION, EITHER A CITY
COMWISSIONER OR A DISTINGUISHED ELECTOR OF THE CITY WHO

SHALL SERVE AS CHAIRPERSON OF A NEW NOMINATING COMMITTEE
FOR THE ELEC77ON OF BOARD A MBERS?
OR
SHALL THE CHARTER OF THE CITY OF MIAMI BE AMENDED TO
ABOLISH THE DEPART LENT OF OFF-STREET PARKING WHICH
CURRENTLY OPERATES AS AN INDEPENDENT AGENCY OF THE CITY
AND TO CREATE A DEPARTMENT OF PARKING TO BE ADAffAMF.RF.D
UNDER THE DIRECTION AND SUPERVISION OF THE CITY MANAGER IN
ACCORDANCE 97TH SECTION 20 OF THE CHARTER OF THE CITY OF
MIAMI?
Additionally, the City Commission should consider other curative measures, including
charter amendments, which are necessary due to the adoption of the 1997 Charter Amendments.
