RESOLUTION NO.
A RESOLUTION DETERMINING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON THE NORTHWEST QUADRANT OF
WATSON ISLAND, INCLUDING THE WATSON ISLAND
MARINA, LOCATED AT 1040 MACARTHUR CAUSEWAY,
WATSON ISLAND, MIAMI, FLORIDA, CONSISTING OF
15.58 ACRES OF UPLAND AND 14.08 ACRES OF
SUBMERGED LANDS, FOR THE PLANNING, DESIGN,
CONSTRUCTION, LEASING AND MANAGEMENT OF
CITY -OWNED WATERFRONT PROPERTY LOCATED ON
WATSON ISLAND, MIAMI, FLORIDA, IS AS A
UNIFIED DEVELOPMENT PROJECT ("UDP");
AUTHORIZING THE CITY MANAGER TO PREPARE A
DRAFT REQUEST FOR PROPOSALS ("RFP") FOR SAID
UDP TO INCLUDE WITHOUT LIMITATION,
RECREATIONAL, ENTERTAINMENT, EDUCATIONAL
AND/OR CULTURAL FACILITIES, MARINA AND MARINE
FACILITIES, CONVENTION AND/OR CONFERENCE
FACILITIES, HOTEL, OFFICE, RETAIL, PARKING,
AND ANCILLARY AND SUPPORT FACILITIES;
CONFIRMING A PUBLIC HEARING WILL BE HELD TO
TAKE TESTIMONY REGARDING SAID UDP.
WHEREAS, City of Miami Charter Section 19-A(c) and Code
Section 18-52.9 provide for the "Unified Development Project"
(UDP) process to govern the development of improvements to real
property owned or to be acquired by the City; and
WHEREAS, said UDP process further provides that under
certain circumstances it may be most advantageous for the City to
procure from the private sector one or more of the following

integrated packages for the development of said improvements:
• planning and design, construction and leasing;
• planning and design, leasing and management;
• planning and design, construction, and management; or
• planning and design, construction, leasing and
management; and
WHEREAS, on June 30, 1994, the City Commission adopted
Resolution No. 94-448, determining that the most advantageous
method to develop certain improvements on City -owned waterfront
property was as a UDP; and
WHEREAS, on April 27, 1995, the City Commission adopted
Resolution No. 95-280, further authorizing the City Manager to
issue a Request for Proposals (RFP) for said UDP for the
properties known as the Mega -Yacht Marina; and
WHEREAS, no proposals were received in response to said RFP;
and
WHEREAS, it has been determined that a combined development
of the above -mentioned property, would be the most advantageous
development approach; and
WHEREAS, the City Manager recommends that the most
advantageous method to develop certain improvements on the
Northwest quadrant of Watson Island and the adjacent submerged
lands is still through the UDP process; and
WHEREAS, said project would require comprehensive
development services including planning and design, construction,
leasing and management, of improvements which may include,
without limitation, recreational, entertainment, educational
and/or cultural facilities, marina and marine facilities,

convention and/or conferencing facilities, hotel office, retail,
Parking, and ancillary and support facilities; and
WHEREAS, it is recommended that the City Commission formally
determine that said development be considered a UDP so that an
RFP may be initiated; and
WHEREAS, in accordance with City Charter and Code
provisions, a public hearing will be scheduled at a later date
and time to consider the contents of the RFP, and to continue the
implementation of the UDP process for said project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The development of the Northwest quadrant of
Watson Island with 15.58 acres of upland and the adjacent 14.08
acres of submerged bay bottom lands, including the Watson Island
Marina located at 1040 MacArthur Causeway, Watson Island, Miami,
Florida, is hereby determined to be a Unified Development Project
(UDP) .
Section 3. The City Manager is hereby authorized to
prepare a draft Request for Proposals for said UDP to procure
from the private sector an integrated package of services to
include planning and design, construction, leasing and management
of improvements to said property, which may include, without
limitation, recreational, entertainment, educational and/or

cultural facilities, marina and marine facilities, convention
and/or conferencing facilities, hotel office, retail, parking,
and ancillary and support facilities.
Section 4. In accordance with City Charter and Code
provisions, a public hearing will be scheduled at a later date
and time to consider the contents of the RFP, and to continue the
implementation of the UDP process for said project.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.l./

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution declaring
a Unified Development Project (UDP) for the northwest quadrant of Watson Island consisting of
15.58 acres of upland and 14.08 acres of submerged bay bottom lands; and, further instructing
the City Manager to prepare a draft Request for Proposals (RFP) for the proposed development.
BACKGROUND
The Department of Real Estate and Economic Development has prepared the attached
Resolution. On June 30, 1994, the City Commission adopted Resolution No. 94-448,
determining that the most advantageous method to develop certain improvements on City -owned
waterfront property on Watson Island was as a Unified Development Project (UDP) process. On
April 27, 1998, the City Commission adopted Resolution No. 95-280 authorizing the issuance of
the Request for Proposal (RFP). No responses were received to the RFP. Currently, it is
recommended that development of the above -mentioned properties be initiated through a new
UDP.
The attached Resolution determines that the development of the northwest quadrant of Watson
Island including the Watson Island Marina, 1040 McArthur Causeway, Watson Island, Miami,
Florida, can best be accomplished through the Unified Development Project (UDP) process. The
attached legislation further instructs the City Manager to draft an RFP and seek services from the
private sector for the planning and design, construction, leasing and management of
improvements to the .above mentioned property, which may include, without limitation,
recreational , entertainment, educational and/or cultural facilities, marina and marine facilities,
convention and/or conferencing facilities, hotel, office, retail, parking, and ancillary and support
