A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONTRACT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH
MIAMI-DADE COMMUNITY COLLEGE, SCHOOL OF
JUSTICE AND SAFETY ADMINISTRATION, FOR AN
INITIAL PERIOD FROM FEBRUARY 1998 TO
SEPTEMBER 30, 1998 FOR THE SUM OF $130,000
AND THEREAFTER ONE YEAR PERIODS FOR FIVE
YEARS, RENEWABLE ANNUALLY, IN AN AMOUNT NOT
TO EXCEED $293,420, FOR THE TRAINING OF
POLICE RECRUITS AND PUBLIC SERVICE AIDES;
ALLOCATING FUNDS THEREFOR FROM THE POLICE
DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT
NO. 001000.290201.6.270 (FY 97-98, $130,000,
AND FY 98-99, $293.0420); AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE A PURCHASE ORDER AND
THEREAFTER TO ALLOW SAID USAGE ON AN ANNUAL
BASIS, SUBJECT TO THE AVAILABILITY OF FUNDS.
WHEREAS, the City of Miami Police Department trains its
police recruits and public service aides using the program
developed and taught at Miami -Dade Community College (MDCC),
School of Justice and Safety Administration; and
WHEREAS, most law enforcement agencies in Dade County also
have recruits trained at MDCC, School of Justice and Safety
Administration; and
WHEREAS, said training ensures that all police recruits and
public service aides within Miami -Dade County receive the same
instruction as required and recommended by the Region XIV
Advisory

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Department of Police is hereby authorized
to expend funds with Miami -Dade Community College, School of
Justice and Safety Administration, in an amount not to exceed
$130,000 for an initial period from February 1998 to September
30, 1998 for the sum of $130,000 and thereafter one year periods
for five years, renewable annually, in an amount not to exceed
$293,420, for the training of police recruits and public service
aides, with funds therefor hereby allocated from the Police
Department General Operating Budget, Account No.
001000.290201.6.270 (FY 97-98, $130,000, and FY 98-99, $293,420).
Section 3. The City Manager is hereby authorized to
execute a contract, in substantially the attached form, with
Miami -Dade Community College, School of Justice for the above
cited training and to instruct the Chief Procurement Officer to
issue a purchase order and thereafter to allow said usage on an
annual basis, subject to the availability of funds.
Section 4. This Resolution shall become effective

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a contract with Miami -Dade Community College, School
of Justice and Safety Administration, for an initial period of eight months at an amount not to
exceed $130,000, and thereafter on an annual basis for an amount not to exceed $293,420.
Funding is to be provided from the Police Department General Operating Budget: Account
001000.290201.6.270 (FY 97/98 prior year encumbrance $130,000, and FY 98/99 $293,420).
BACKGROUND
The Miami Police Department, along with every other law enforcement agency in Dade County,
sends its police recruits to the School of Justice and Safety Administration at Miami -Dade
Community College. This ensures that all police officers in Dade County receive the same basic
law enforcement training (672 hours) plus additional related training (approximately 84 hours) as
required/recommended by the Region XIV Advisory Council and the Dade Chiefs Association.
The Police Department pays the full share of the academy training cost (calculated at $1,800.00
per recruit).
Training conducted through one main academy also lessens the duplication of construction and
operating costs associated with training facilities such as firearm ranges, driving ranges, obstacle
courses, defensive tactics training areas, etc. Staffing of sworn positions is also shared by all large
agencies who have recruits at the academy.
