A RESOLUTION BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S ACTION IN
APPROVING THE EMERGENCY EXTENSION OF THE
CONTRACTS WITH ADVANCED DATA PROCESSING AND
MEDAPHIS, INC., FOR THE PROVISION OF
EMERGENCY MEDICAL TRANSPORT BILLING AND
COLLECTION SERVICES, ON A MONTHLY BASIS NOT
TO EXCEED SIX (6) MONTHS, FOR THE DEPARTMENT
OF FIRE -RESCUE, IN AN AMOUNT OF $150,000.00;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE
NO. 001000.280601.6.340.
WHEREAS, the City is currently involved in competitive
negotiations with three (3) firms to obtain a contract for the
provision of emergency medical transport billing and collection
services; and
WHEREAS, continuity of this service is critical to continue
a steady flow of revenue to the City during the period of
competitive negotiations; and
WHEREAS, this extension will end when the contract that
results from these negotiations is executed; and
WHEREAS, funds are available from Account Code No.

WHEREAS, the City Manager approved the emergency extension
of the contract with Advanced Data Processing and Medaphis, Inc.,
on a monthly basis not to exceed six (6) months;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the member of the City Commission, ratifying, approving, and
confirming the City Manager's emergency extension of the
contracts with Advanced Data Processing and Medaphis, Inc., for
the provision of medical transport billing and collection
services, on a monthly basis not to exceed six (6) months, for
the Department of Fire -Rescue, in an amount of $150,000.00, with
funds therefor hereby allocated from Account Code No.
001000.280601.6.340.
Section 3. This Resolution shall become effective

It is respectfully recommended that the City Commission adopt the attached
resolution ratifying, approving and confirming the City Manager's action, extending
the contract between Advanced Data Processing and Medaphis for the purpose of
furnishing emergency medical transport billing and collective services for the
Department of Fire -Rescue. This interim extension will be on a monthly basis, but
shall not exceed six (6) months. The total cost of this extension shall not exceed
$150,000. Funding is available from the Department of Fire -Rescue's, General
Fund, Account Code 001000.280601.6.340.
BACKGROUND:
This item was first deferred from the September 8, 1998 Commission Agenda and
was deferred a second time from the September 28, 1998 agenda. However, the
continuity of these services is critical to continue a steady flow of revenue to the
City of Miami.
The City of Miami is currently involved in competitive negotiations with three firms
to obtain a contract for the provision of Emergency Medical Transport billing and
collection services. This extension will end when the contract that results from these
negotiations is executed.

COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, WAIVING COMPETITIVE BIDDING
PROCEDURES AND APPROVING THE ENGAGEMENT OF
ADVANCED DATA PROCESSING, INC. AND MEDAPHIS,
INC., FOR MEDICAL TRANSPORTATION BILLING AND
COLLECTION SERVICES FOR THE DEPARTMENT OF
FIRE -RESCUE, ON A MONTH -TO -MONTH BASIS,
PENDING THE ISSUANCE AND EVALUATION OF A
REQUEST FOR PROPOSALS AND THE AWARD OF A
CONTRACT THEREUNDER; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
PERIOD NOT TO EXCEED ONE (1) YEAR, AT A COST
NOT TO EXCEED $300,000.000 FOR SAID SERVICES;

WHEREAS, pursuant to Resolution No. 93-385, adopted June 29,
1993, the City Commission approved the execution of two contracts
with Medaphis, Inc. and Advanced Data Processing, Inc. for the
provision of medical transportation billing and collection
services for the Department of Fire -Rescue; and
WHEREAS, this request has been reviewed by the Public Safety
Committee; and
WHEREAS, Vsaid agreements have expired and the City of Miami
wishes to continue the medical transportation billing and
collection services from Advanced Data Processing, Inc. and

Medaphis, Inc. for the Department of Fire -Rescue., on a month -to -
month basis, for a period not to exceed one (1) year, at the same
terms and conditions of the immediately preceding expired
agreement, at a cost not to exceed $300,000.00, pending the
issuance and evaluation of a Request for Proposals and the award
of the corresponding contract for the service; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, competitive bidding procedures are hereby waived
and the engagement of Advanced Data Processing, Inc. and
Medaphis, Inc, is hereby approved for medical transportation
billing and collection services for the Department of Fire -
Rescue, on a month -to -month basis, pending the issuance and
evaluation of a Request for Proposals, and the award of a
contract thereunder.
Section 3. The City Manager is hereby authorizedY to
execute an agreement, in a form acceptable to the City Attorney,
for a period not to exceed one (1) year, at a cost not to exceed

Section 4. This Resolution shall become effective

It is respectfully requested that the contract be continued between Advanced Data
Processing and Medaphis for the purpose of furnishing medical transportation and
collection services for the Department of Fire -Rescue. This interim extension will be on
a monthly basis until the current issues regarding the request for proposals (file number
96-97-110) can be resolved, but shall not exceed six (6) months. The total cost of this
extension shall not exceed $150,000. Funding is available from the Department of Fire -
Rescue's General Fund, Account Code 001000.280601.6.340.
This item was first deferred from the September 8`h Agenda, and was deferred a second
time from the September 28t' Agenda. However, the continuity of these services is
critical to continue a steady inflow of revenue for the City of Miami. It is hoped that the
resolution to the dispute of the evaluation committee's findings will be forthcoming,
which will allow the department to award this contract on an annual basis.
