HomeMy WebLinkAboutR-98-1187J-98-1124 11/25/98 RESOLUTION NO. 9 0 — 118 7 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND AN EXISTING AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH LAW ENFORCEMENT PSYCHOLOGICAL AND COUNSELING ASSOCIATES, INC., TO INCREASE COMPENSATION, IN AN AMOUNT NOT TO EXCEED $45,425.00, PAID TO SAID FIRM FOR THE PROVISION OF STRESS TRAINING SERVICES FOR THE DEPARTMENT OF POLICE; AMENDING RESOLUTION NO. 97-184 TO REFLECT (1) THE CORRECT TERM OF THE AGREEMENT, AS EXECUTED, (2) THE CORRECT NAME OF THE SPECIAL REVENUE FUND FROM WHICH FUNDS ARE ALLOCATED, AND (3) THE INCREASED COMPENSATION; FURTHER, ALLOCATING FUNDS THEREFOR FROM THE SPECIAL REVENUE FUND ENTITLED "S.T.O.P. PROGRAM" FOR SAID SERVICES. WHEREAS, pursuant to Ordinance No. 11478, adopted by the City Commission on March 7, 1997, a special revenue fund entitled "S.T.O.P. Program" was established and funds appropriated, consisting of a grant awarded the City by the U.S. Department of Justice, in the amount of $45,425.00, to provide counseling and training for stress symptoms for all officers and their families during the employees' first year of employment; and WHEREAS, on March 20, 1998, the City Commission adopted Resolution 97-184 which authorized the City Manager to execute an agreement with Law Enforcement Psychological and Counseling Associates, Inc. for a period of two years, for the provision of said services, with funds allocated in the amount of $47,250.00 CITY Corssro� MEETING of DEC 01998 Resolution No. from the Stress Training for Officers and Partners (STOP) Grant; and WHEREAS, the U.S. Department of Justice has awarded the City of Miami a second grant in the amount of $45,425.00 for the continuation of said services which has been appropriated by Ordinance to the S.T.O.P. Program Special Revenue Fund; and WHEREAS, it is necessary to amend the existing agreement, approved pursuant to Resolution No. 97-184, to reflect the increase of compensation from $47,250 to $92,675, for the amount of $45,425, to Law Enforcement Psychological and Counseling Associates, Inc.; and WHEREAS, Resolution No. No. 97-184 must be amended to reflect that the term of the agreement with Law Enforcement Psychological and Counseling Associates, Inc., as executed, was for a term of eighteen months, with the City's option to extend for an additional one year period and that the funding source from which funds we to be allocated for payment of said compensation was the special revenue fund entitled "S.T.O.P. Program"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized1/ to amend an existing agreement, in a form acceptable to the City Attorney, with Law Enforcement Psychological and Counseling Associates, Inc. to increase compensation, in an amount not to exceed $45,425.00, paid to said firm for the provision of stress and training services for the Department of Police, with funds therefor hereby allocated from the special revenue fund entitled II"S.T.O.P. Funding will be from the Stress Training for Officers and Partners ("STOP") Grant, Account Code No. 110079.290483.6.270. BACKGROUND The Department of Police has been awarded additional grant monies in the amount of $45,425 from the U.S. Department of Justice, to continue its Employee Assistance Program instituted to provide counseling sessions for all officers during their first year of employment. This supplemental award will provide training on interpersonal skills building and recognition of stress symptoms in young officers for eventual referral to the Officers Assistance Program (for officers in need and their families). Specialized training will also focus on recently promoted sergeants and field training officers. The training will enable them to participate in a learning environment designed to promote self-awareness, communication skills, problem solving techniques and evaluative techniques related to their personality and management style. The Department of Police requests an increase of the Professional Services Agreement from $47,250 to $92,675 with Law Enforcement Psychological and Counseling Associates, Inc., to provide pertinent services, as per the grant award requirements.
