A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE PROFESSIONAL SERVICES
AGREEMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH INDIVIDUALS ON AN AS
NEEDED BASIS, FOR A PERIOD OF ONE (1)
YEAR, WITH THE OPTION TO EXTEND FOR TWO
(2) ADDITIONAL ONE-YEAR PERIODS, TO
PROVIDE LATENT PRINT EXAMINER SERVICES
FOR THE CITY OF MIAMI POLICE DEPARTMENT
AND ALLOCATING FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $63,000.00, FROM
THE POLICE DEPARTMENT GENERAL OPERATING
BUDGET, ACCOUNT CODE NO.
001000.290201.6.270.
WHEREAS, The Miami Police Department seeks to enter
into professional service agreements with individuals who
are expert in latent print examinnations to facilitate its
criminal investigation and identification processes; and
WHEREAS, the group of individuals comprising the Latent
Print Detail ("Detail") is currently staffed by two (2)
Certified Latent Print Examiners, and one (1) Identification
Technician I, which staffing level is inadequate to maximize
crime solving using fingerprints retrieved from crime
scenes; and
WHEREAS, the professional services agreements are

temporary in nature, and will be used on an as -needed basis,
which will give the Police Department additional time to
recruit and employ permanent personnel;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in
the Preamble to this Resolution are hereby adopted by
reference thereto and incorporated herein as if fully set
forth in this Section.
Section 2. The City Manager is hereby authorizedll to
execute Professional Service Agreements, in a form
acceptable to the City Attorney, with various individuals,
on an as -needed basis, for a period of one (1) year, with
the option to extend for two (2) additional one-year
periods, to provide Latent Print Examiner services for the
Miami Police Department, with funds therefor hereby
allocated, in an amount not to exceed $63,000.00, from the
Police Department General Operating Budget, Account Code No.
l� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/

If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City
Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution allowing
the City Manager to execute Professional Services Agreements with individuals to provide Latent
Print Examiner services, in an amount not to exceed $63,000.00, on an as needed basis by the
Miami Police Department. Funding is to be provided from the Police Department General
Operating Budget, Account Code No. 001000.290201.6.270.
BACKGROUND
The staffing situation in the Police Department's Latent Print Detail has been in decline for the past
decade. They have gone from seven (7) examiners to the current level of two (2). The Detail is
responsible for identifying criminals through fingerprints left on crime scenes. The current staffing
shortage has seriously hampered this effort. The Department has been unable to attract qualified
applicants to fill available positions. In addition, the training time required for an individual to
become certified is two to three years. The department has also been unsuccessful in its attempts
to hire certified Latent Print Examiners.
A positive solution and the best alternative, at this time, is the continued use of retired certified
Latent Print Examiners. The Department has had much success with this method. The Police
Department will utilize a Professional Services Agreement to place Providers on an as needed basis
under contract with the City.

The Police Department has verified that funds are available with the Office of Budget &
Management Analysis, for the provision of Latent Print Examiners under Professional Services
Agreement in an amount not to exceed $63,000 on an annual basis. Funding is to be provided
from the Police Department General Operating Budget, Account Code No. 001000.290201.6.270.
