J-98-1161 11/23/98 RESOLUTION NO. - ( O A RESOLUTION APPROVING THE PROCUREMENT OF TECHNICAL RESEARCH AND ADVISORY SERVICES FROM GARTNER GROUP, AWARDED UNDER STATE OF FLORIDA CONTRACT NO. 973-501-97-1, FOR A PERIOD OF TWELVE (12) MONTHS, FOR THE DEPARTMENT OF INFORMATION TECHNOLOGY, IN AN AMOUNT NOT TO EXCEED $27,000.00; ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO. 001000.460101.6.335. WHEREAS, the Department of Information Technology is currently converting the City's data processing systems to meet the Year2000 requirements; and WHEREAS, as part of the process, some City of Miami Legacy Systems must be converted from traditional mainframe Legacy Systems to client server systems; and WHEREAS, it is expected that over the next two (2) to four (4) years many more Legacy Systems will be replaced by client server technology; and WHEREAS, the services of a technical and research specialist are required to implement the conversion process; and WHEREAS, the City of Miami is able to purchase said services under a State of Florida contract; and WHEREAS, funds are available from Account Code No. CM r OISSION STING OF DEC 0 8 1998 Resolution No. 9 8- 1 1 7 O 001000.460101.6.335; and WHEREAS, the City Manager and the Director of Information Technology recommend that the procurement of technical research and advisory services from Gartner Group, awarded under State of Florida contract, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funds are allocated from General Fund Account Code, 001000.460101.6.335. Background The Information Technology Department is currently converting all the City's data processing systems to meet the Year 2000, and the Department is working with the City Clerk's Office and the Law Department in introducing Imaging Technology to provide for electronic storage and retrieval of the City's contracts, public records, Commission agendas and Commission Meeting Minutes. It is the Department's intent to eventually extend Imaging Technology to include all other City Departments, such as Building and Zoning Plans and Permits, and Hearing Boards agendas and minutes. Furthermore, as part of meeting the challenges of the Year 2000, some of the City's Legacy Systems (i.e. General Services Administration's Work Order Systems) must be converted from traditional mainframe legacy systems to Client Server Systems. We expect that over the next two to four years many more legacy systems will be replaced by client server technology. A critical component of Client Server Technology is the Data Base Management System that forms the basis of the data management architecture. Currently, the City does not own a data base management system that can provide for the effective deployment of client server systems. It is our intent to purchase a data base management system within the next 6 months. The introduction of Imaging Technology and Client Server Systems will be a strategic move for the City of Miami. The Gartner Group is a highly respected firm with a great deal of experience in providing technical research and advisory services to agencies facing similar transitions.
