CITY OF MIAMI
CITY ATTORNEY' S OFFICE 21 A
MEMORANDUM
TO: Honorable Mayor and Members of the City Commission
FROM: Wifredo Gort, Commissioner
DATE: November 6, 1998
RE: Proposed Resolution:
Payment of legal fees to Zack Kosnitzky, P.A.;
Single -Member Districts Blue Ribbon Committee's Legal Counsel
Resolution No. 97-192
During the City Commission Meeting of November 21, 1996, I was appointed by Mayor
Carollo to be the "Liaison/Commission Representative to the Blue Ribbon Panel Committee for
reviewing procedural steps necessary for creation of district elections within the City of Miami."
The Committee was to "consider the issue of proposed single -member districts, how many, and the
appropriate composition of same."
On March 20, 1997, the City Commission adopted Resolution No. 97-192 allocating funds
therefor, in an amount not to exceed $50,000, to pay for professional services and costs incurred by
the Blue Ribbon Committee. Said Resolution also authorized engagement of special counsel to
assist the Blue Ribbon Committee, "with reasonable costs for said services to be determined at the
conclusion of said services."
Steve Zack, of the law firm of Zack Kosnitzky, P.A., was retained as the committee's legal
counsel, provided counsel throughout the successful process of creating the City's new
Single -Member District commission format, and has submitted invoices totaling $23,665.48. The
City Attorney's Office has reviewed the subject invoices and has determined that said bills are
reasonable and acceptable.
The attached proposed resolution authorizes the payment for the services rendered. Funds will
be allocated from Account Code No. 920205-250.
