A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT THE DONATION OF ARCHITECTURAL PLANS
FROM THE SOUTH FLORIDA SUPER BOWL HOST
COMMITTEE FOR THE CONSTRUCTION OF A TENNIS
CENTER BUILDING AT MOORE PARK (THE "TENNIS
BUILDING"), SAID DONATIONS SUBJECT TO THE
REVIEW AND APPROVAL OF SAID PLANS BY ALL
APPLICABLE AGENCIES; AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH EDWARD
LEWIS ARCHITECTS, INC., FOR ARCHITECTURAL
SERVICES ASSOCIATED WITH SAID TENNIS
BUILDING; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE
GREATER MIAMI TENNIS FOUNDATION, INC. AND THE
BOYS AND GIRLS CLUB OF MIAMI, INC. FOR THE
PROVISION OF RECREATIONAL PROGRAMS BY SAID
ORGANIZATIONS AT MOORE PARK, SUBJECT TO
REVIEW AND APPROVAL BY THE CITY COMMISSION.
WHEREAS, $1 million in major capital improvements are
scheduled at Moore Park to be funded under the Safe Neighborhood
Parks Bond Program; and
WHEREAS, these plans for improvements include the
construction of a new tennis center building and renovations to
the existing recreation building at Moore Park; and
WHEREAS, the South Florida Superbowl Host Committee has
engaged the services of Edward Lewis Architects, Inc. for

architectural services regarding the renovation of the tennis
center building at Moore Park; and
WHEREAS, the architectural services of Edward Lewis
Architects, Inc. are to be donated to the City of Miami by the
South Florida Superbowl Host Committee; and
WHEREAS, the South Florida Superbowl Host Committee proposes
to fund the Greater Miami Tennis Foundation, Inc. to provide
programs at the new tennis facility and the Boys and Girls Club
of Miami, Inc., to manage programs at the recreation building and
other park facilities at Moore Park, subject to the approval of
said use agreements by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
accept the donation of architectural plans from the South Florida
Super Bowl Host Committee for the construction of a tennis center

building at Moore Park (the "Tennis Building"), said donations
subject to the review and approval of said plans by all
applicable agencies.
Section 3. The City Manager is hereby authorizedY to
execute an agreement, in a form acceptable to the City Attorney,
with Edward Lewis Architects, Inc. for architectural services
associated with said Tennis Building.
Section 4. The City Manager is hereby further authorized
to negotiate agreementsz/, in a form acceptable to the City
Attorney, with the Greater Miami Tennis Foundation, Inc., and the
Boys and Girls Club of Miami, Inc., for the provision of
recreational programs by said organizations at Moore Park,
subject to review and approval by the City Commission.
Section 5. This Resolution shall become effective
The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

3� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDED:
It is respectfully recommended that the City Commission accept the donation of
the architectural plans for the proposed Youth Education Town (Y.E.T.) Center at
Moore Park.
BACKGROUND:
An opportunity to erect a Y.E.T. Center is of the benefits that inures to any Super
Bowl host city. Any time a Super Bowl comes to a host city, the Super Bowl
provides a matching grant of $1 million dollars. Once the grant is matched by the
host city, a site is selected (usually in the inner city) for development. The Super
Bowl Host Committee has designated Moore Park as the site for a Youth
Education Town Center. South Florida will be the first area to host two YET
Centers. The goal of the center is to meld education and sports.
